Nghe An Provincial Party Committee's Organizing Committee announced the exam and recruitment plan for 35 civil servants.

Pursuant to Plan No. 204-KH/TU, dated July 31, 2019 of the Standing Committee of Nghe An Provincial Party Committee on recruiting civil servants into Party agencies, the Fatherland Front and socio-political organizations in 2019, the Provincial Party Committee's Organizing Committee announces the recruitment of civil servants intoParty agencies, Fatherland Front and socio-political organizations of Nghe An province in 2019 as follows:

1. Conditions for registration

Candidates must meet all the conditions specified in Clause 1, Article 36 of the Law on Cadres and Civil Servants, Regulation 126-QD/TW dated February 28, 2018 of the Politburo regulating a number of issues of internal political protection of the Party and the following conditions:

1.1. Age for recruitment:Not over 35 years old for men, 30 years old for women. Candidates for the position of Youth Union Specialist at district and provincial levels must not be over 25 years old, have talent in culture, arts, sports, and social work skills.

1.2. Candidates within the age of Ho Chi Minh Communist Youth Union members must be outstanding members with the prospect of being admitted to the Communist Party of Vietnam.Candidates for research and advisory positions in district and provincial Party agencies must be Party members and have work experience in the industry or field to be recruited.

1.3. Level:

- Professional expertise: Graduated from a regular, public university (except for joint training) from a domestic training institution, with a major suitable for the requirements of the job position to be recruited.

- Foreign language: Certificate equivalent to level 2 of the Vietnamese foreign language proficiency framework according to the provisions of Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the 6-level Vietnamese foreign language proficiency framework.

- Information technology: Certificate of meeting basic IT skills standards as prescribed in Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications or equivalent applied information technology certificate.

2. Number of jobs, positions and required professional qualifications

Total recruitment target for civil servants is35People from 19 units, including:

- Recruitment through examination:26People.

- Recruitment through examination for work in 5 mountainous districts (Ky Son, Tuong Duong, Que Phong, Con Cuong, Quy Chau):09People.

3. Register for the exam

3.1.Application documents are contained in a hard cover bag. Each candidate can register for 01 job position with recruitment quota according to the list. In case a candidate applies for 02 positions or more, and declares false information, he/she will be removed from the recruitment list or have the recruitment results canceled. When submitting the application, the candidate must present the original copies of all diplomas and certificates for the person receiving the application documents to check and compare.

3.2. Application documents include:

- Application form (according to form);

- CV (according to form) certified by competent authority within 30 days from the date of application submission;

- Copy of birth certificate;

- Notarized copies of diplomas, certificates, and academic results. In case the diploma is issued by a foreign training institution, it must be notarized and translated into Vietnamese, and have the diploma recognized by the Ministry of Education and Training at the time of application submission;

- Health certificate issued by a competent health authority within 30 days from the date of application submission;

- Certificate of priority in civil servant recruitment (if any) certified by a competent authority;

- 02 4x6 photos taken within the last 6 months (full name, date of birth written on the back), 03 stamped envelopes with the candidate's contact address clearly written;

- For candidates applying to work in mountainous districts: Enclosed is a commitment to voluntarily work long-term for 5 years or more.

4. Time and place for receiving documents

4.1. Time for receiving documents:From August 5, 2019 to September 4, 2019. Receive documents during office hours.

4.2. Place to receive documents:Submit to the agency or unit that registered for the recruitment. In case the application is qualified but the unit does not accept the application, a specific complaint must be submitted to the Provincial Party Committee's Organizing Committee; the Provincial Party Committee's Organizing Committee will review, receive and return it to the agencies or units to compile into the recruitment list and organize the preliminary selection according to regulations.

4.3. Application fee:500,000 VND/01 application.

5.Recruitment form

5.1. For the exam format

Contestants will take part in two rounds as follows:

a) Round 1: Multiple choice test.

- The test content consists of 3 parts:

+ Part I: General knowledge. Exam time 60 minutes.

+ Part II: Foreign language (one of five languages: English, Russian, French, German, Chinese). Test duration: 30 minutes.

+ Part III: Information Technology. Exam time 30 minutes.

- Exemption from foreign language test for the following cases:

+ Have a university or postgraduate degree in foreign languages;

+ Have a university or postgraduate degree abroad or a university or postgraduate degree from a foreign language training institution in Vietnam;

- Exemption from the IT exam for those with a diploma from intermediate level majoring in information technology, informatics or mathematics - informatics or higher.

- The results of round 1 are determined by the number of correct answers for each part of the exam. If the candidate answers 50% or more of the questions correctly for each part of the exam, he/she will be allowed to continue to round 2.

b) Round 2: Exam in specialized professional subjects

- Exam format: Written exam.

- Exam time: Written exam 180 minutes.

5.2. For the recruitment form for work in 05 mountainous districts

Civil servant recruitment is conducted in 2 rounds as follows:

a) Round 1: Check the conditions and standards of the candidate according to the requirements of the job position registered in the registration form and application form. If suitable, the candidate will be allowed to participate in round 2.

b) Round 2: Interview to test the candidate's ability and professional qualifications.

6. Time, location of the entrance exam, selection, and review materials

The recruitment exam and selection is expected to be held in October 2019. The Provincial Civil Service Recruitment Council will announce the time, location, and review materials later for the units and candidates.
