The Central Organizing Committee guides the implementation of policies and regimes for cadres who are no longer re-elected at all levels.
(Baonghean.vn) - Cadres who are no longer re-elected or re-appointed and are allowed to retire until they reach retirement age will receive the full salary or salary according to their rank; position allowance, seniority allowance beyond the framework, seniority allowance, salary retention difference, and party work allowance (if any) until retirement.
The Central Organizing Committee issued Instruction No. 27-HD/BCTTW on implementing policies and regimes for cadres who are no longer re-elected to Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations at all levels.

Applicable objects:is an official holding a full-time position or title elected in the political system (leading agencies at all levels of the Party, State, Vietnam Fatherland Front and socio-political organizations) who is not eligible for re-election due to age according to the provisions of Directive 35; provisions of Decree 26 and other regulations of competent authorities.
Officials holding fixed-term appointed positions (not elected positions), but are organized by Party committees at all levels or concurrently hold full-time positions (elected) of the Fatherland Front and socio-political organizations, who are no longer eligible for re-election due to age, wish to comply with Decree 26.
Cadres who are eligible for re-election at Party Congresses at all levels, but are not old enough to be re-elected to the People's Council or People's Committee at the same level or have less than 36 months of work remaining, are old enough to retire, but due to the arrangement of Party committee personnel, they wish to do so and the competent authority agrees.
Not applicable:Officials who have received a retirement notice or retirement decision from a competent authority or have at least 6 months left, calculated from the date of the congress at all levels to the retirement date according to regulations.
Cadres who are not old enough to be re-elected to the Party Committee according to Directive 35 if they do not wish to comply with Decree 26 or are continuing to work in Party, State, Vietnam Fatherland Front and socio-political organizations (those who are no longer old enough to participate in re-election to Party Committees at all levels (province, district and equivalent) but still continue to work and assume government positions (director of department and equivalent; head of district, town and equivalent).
Policies and regimes for those who are no longer re-elected:Based on the age at the time of re-election and the wishes of the cadres holding the elected positions and titles to resolve policies and regimes for each specific case in accordance with the provisions of Decree No. 26.
Cadres who are no longer re-elected or re-appointed and are on leave waiting for retirement age will receive the full salary or salary according to the position level; position allowance, seniority allowance exceeding the framework, seniority allowance, salary retention difference, party work allowance (if any) until retirement; will not be promoted in rank or salary scale during the time of leave waiting for retirement and will continue to pay social insurance and health insurance according to regulations.
Time to resolve policies and regimes for those who are no longer re-elected:Implemented 3 months (90 days) before the Party Congress, the Front Congress and the socio-political organizations of the level and no later than 1 month (30 days) from the end of the term of the congress (election) of the cadre level that is no longer re-elected.
The budget for settling the regime for officials who are not old enough to be re-elected is provided by the state budget according to current regulations on budget decentralization.
