Comrade Le Hong Phong's real name is Le Huy Doan, born in 1902, at that time in Thong Lang village, Phu Long commune. Growing up in a country that had lost its sovereignty, he soon joined the labor force and joined the workers' movement in Vinh. He soon became enlightened about the revolution and determined to embark on the path of fighting for national liberation.

In 1923, comrade Le Hong Phong left his homeland, went to Thailand, then to Guangzhou (China) to work in the Tam Tam Xa organization - a patriotic organization of Vietnamese intellectual youth. Here, he met leader Nguyen Ai Quoc, joined the Vietnam Revolutionary Youth Association, absorbed Marxist-Leninist theory and was sent for political and military training in China and the Soviet Union.

In 1931, in the context of the Vietnamese revolution being terrorized by French colonialists and the Party organization being seriously disintegrated, comrade Le Hong Phong was assigned by the Communist International to shoulder the responsibility of leading the restoration of the Party organization and the revolutionary movement.
In March 1935, at the First National Congress of the Party, comrade Le Hong Phong was elected General Secretary of the Central Committee of the Indochinese Communist Party. Also in 1935, he was elected a member of the Executive Committee of the Communist International; this was an important milestone, affirming the prestige of our Party in the international communist and workers' movement, and at the same time recognizing the talent and role of comrade Le Hong Phong in the challenging revolutionary period.

As General Secretary and member of the Communist International, Comrade Le Hong Phong directed and oriented revolutionary activities, and at the same time acted as a bridge between the domestic revolution and the international movement. From 1936, he and other Party leaders launched a high-level democratic struggle, creating the foundation for the August 1945 General Uprising.
At the end of 1937, comrade Le Hong Phong returned to Saigon - Cho Lon to directly lead the revolutionary movement. On June 22, 1939, he was arrested by the French colonialists in Cho Lon and sentenced to 6 months in prison, and was sent back to house arrest in his hometown. After a short time, fearing his activities and influence on the growing revolutionary movement, the French colonialists re-arrested him and sentenced him to 5 years in prison, then exiled him to Con Dao.

Despite being brutally tortured and abused by the enemy, he still maintained his communist spirit, continued to maintain contact, build organizations and lead the struggles in prison. In the last months of his life, his health was exhausted, but he still sent a message: "Please report to the Party that, until the last minute, Le Hong Phong still believed wholeheartedly in the glorious victory of the revolution." He died in Con Dao on September 6, 1942, at the age of 40.

With sincere hearts, comrade Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee and delegates respectfully offered flowers and incense to express their infinite gratitude for the great contributions of the late General Secretary Le Hong Phong - an outstanding leader of the Party and the Vietnamese revolution, a loyal and indomitable international communist soldier, an excellent student of leader Ho Chi Minh, a model of revolutionary morality, and an outstanding son of Nghe An homeland.
