On the morning of November 28, in Vinh City (Nghe An), the Central Organizing Committee and Nghe An Provincial Party Committee jointly organized a scientific workshop on cadre assessment: Theoretical and practical issues.

The workshop was attended by leaders of several central agencies and leaders of provinces and cities: Hai Phong, Thanh Hoa, Ninh Binh, Ha Tinh, Quang Binh, Bac Giang, Thai Binh and Bac Ninh, scientists, researchers...

On the side of Nghe An province, there were comrades Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, and leaders of a number of departments, branches, and localities.

SPECIFYING CRITERIA FOR PERSONNEL EVALUATION

Speaking at the opening of the workshop, comrade Nguyen Thanh Binh - Member of the Party Central Committee, Deputy Head of the Central Organizing Committee said: The Central Organizing Committee is conducting research on the topic "Experience in surveying and evaluating cadres of other countries and reference values ​​in Vietnam" with the aim of researching and summarizing theoretical and practical issues at home and abroad on surveying and evaluating cadres, serving the purpose of advising on the construction of a cadre evaluation system in our country to meet practical requirements. Because this is an important issue, affecting all stages of cadre work.

Over the years, the Party and State have issued important resolutions, regulations and statutes onpersonnel workand staff evaluation. However, staff evaluation remains a weak link over many terms and has not received due attention and evaluation.

Therefore, through this Workshop, we aim to summarize theoretical and practical issues on the work of evaluating cadres at home and abroad, and at the same time provide a scientific basis for developing a set of title standards for each leadership and management position at each level, and specifying the set of criteria for evaluating cadres.

On behalf of the provincial leaders, in his welcome speech at the Workshop, Standing Deputy Secretary of Nghe An Provincial Party Committee Nguyen Van Thong announced some results onsocio-economic development, national defense - security, Party building work of the province.

Referring to the topic of the Workshop, comrade Nguyen Van Thong said: In recent times, Party committees at all levels in Nghe An have implemented many solutions and creative methods suitable to reality to improve the quality and effectiveness of personnel work in general, including the work of evaluating cadres and party members in particular.

Through the workshop, many theoretical and practical issues in the management and evaluation of cadres will be clarified and appropriate solutions will be found for new conditions and circumstances to better evaluate and manage cadres. Localities and units will have more valuable information and experience to serve the work of building their cadre team.

On this occasion, on behalf of the Party Committee and People of Nghe An province, comrade Nguyen Van Thong respectfully thanked the attention and valuable support of the Central Committees, ministries and branches, especially the Central Organizing Committee, for Nghe An in the past time.

The Standing Deputy Secretary of Nghe An Provincial Party Committee hopes to continue receiving attention in the coming time to help the province have better development conditions, especially successfully implementing Resolution No. 26 of the Politburo and Resolution of the 19th Provincial Party Congress, term 2020 - 2025, bringing Nghe An to develop rapidly and sustainably, soon becoming a fairly well-off province in the Northern region and the whole country.

MANY DEEP OPINIONS ON STAFF EVALUATION

At the workshop, delegates presented 12 papers, focusing on clarifying the contents related to the reasons why the work of evaluating cadres is still a weak link.

The solution to overcome the contradiction is that the staff assessment toolkit must be simple, easy to understand, easy to remember, easy to implement, not complicated and time-consuming, but the results must be objective, accurate, and reflect the true nature of the staff.

The solution to overcome the situation where personnel work is implemented in accordance with the correct procedures but the right people are not selected, leading to violations like some cases that have been disciplined recently.

The contents and criteria need to be focused and emphasized to be able toselect staff who meet the requirementsin the new situation, especially after the 13th National Party Congress.

At the workshop, comrade Le Duc Cuong - Member of the Provincial Party Standing Committee, Head of the Organization Committee of Nghe An Provincial Party Committee presented a speech: "Current status of survey and evaluation of cadres; requirements for survey and evaluation of cadres in the new situation".

In particular, the Head of the Organizing Committee of Nghe An Provincial Party Committee said: the work of surveying and evaluating cadres has been basically implemented by Party committees at all levels and has achieved quite positive results. However, it must be frankly admitted that the desired results have not been achieved, there are still many limitations and weaknesses that need to be overcome. Thereby, pointing out the causes, as well as solutions and methods of Nghe An Provincial Party Committee so that the work of evaluating cadres at all levels of the province gradually becomes systematic.

Comrade Le Duc Cuong also suggested a number of issues that need attention and implementation so that the survey and assessment of cadres in the coming time can be carried out more effectively, such as: continuing to do a good job of propaganda and education, raising awareness, consciousness, and responsibility of Party committees and authorities at all levels, especially heads of agencies and units; surveying and assessing cadres must be based on the level of performance of assigned duties and tasks, reflected in the volume, quality, progress, and effectiveness of work in each position and time; sense of responsibility in public service activities;...

In his closing speech at the Workshop, Deputy Head of the Organizing Committee Nguyen Thanh Binh assessed that the opinions presented at the Workshop demonstrated high responsibility, enthusiasm, and many profound opinions on the work of evaluating cadres.

Comrade Nguyen Thanh Binh suggested that the Institute of Personnel Organization Science and the Central Organization Committee absorb and contribute to the completion of the Project "Experience in surveying and evaluating cadres of other countries and reference values ​​in Vietnam".

At the workshop, the Deputy Head of the Standing Committee of the Central Organizing Committee requested the leaders of provincial and municipal Party Committees and the organizing committees of provincial and municipal Party Committees to continue to proactively direct the completion and timely assignment of new Party Committees, and complete the new apparatus in the spirit of Directive 35 of the Politburo after the success of the Party Congresses at 3 levels to ensure leadership requirements right from the beginning of the term.

At the same time, Party committees at all levels need to perfect working regulations; continue to direct the implementation of Party congress resolutions, action programs to implement resolutions associated with clear assignment and division of responsibilities; actively carry out propaganda work on the results of Party congresses at 3 levels and towardsThe 13th National Congress of the Party.
