The Economist reported that Ukraine has only mobilized two-thirds of its recruitment target.

According to RIA Novosti, the Economist (UK) reported that the Ukrainian government has only achieved two-thirds of their mobilization target, the situation is getting worse due to the shortage and "quality" of new recruits.

“The army… could barely mobilize two-thirds of its target,” the Economist reported.

An unnamed Ukrainian official told the Economist that the recruitment situation could become dire by the spring of 2025. The Economist called “the quality of recruits” another serious problem, with many soldiers too old or unmotivated to fight. The Economist gave the example of one of the latest recruits, Gregory, a 51-year-old with minus-9 vision.

“They send me people over 50 with a doctor’s note saying they are too sick to serve. Sometimes I feel like I am running a kindergarten, not a combat unit,” the commander of the 65th Battalion of the Ukrainian Armed Forces told the Economist.

Ukraine’s systemic weakness is clearly affecting the morale of troops on the front lines, the Economist added, with some of them inclined to believe that the only way to end the conflict in Ukraine might be through negotiations with Russia. For example, a brigade commander with the code name “Chechen” told the Economist that 70% of the army was ready to cede territory to the Russian army.
