Directly, proactively, and actively organize the timely and effective implementation of tasks assigned by the Government, the Prime Minister, and heads of superior agencies at all administrative levels; promote decentralization and delegation of authority to ensure progress and quality. Strengthen the inspection of public service activities, especially surprise inspections; promote the role and responsibility of heads of agencies and units for internal inspection and examination to promptly commend and reward groups and individuals who have performed well and strictly handle groups and individuals who have not performed well.
