At 4:00 a.m. on July 16, 2017,The center of the storm is located at about 17.6 degrees North latitude; 110.1 degrees East longitude, right on the sea south-southeast of Hainan Island (China).In the next 12 hours,The storm is moving in a West Northwest direction, traveling 15-20km per hour. At 4:00 p.m. on July 16, the center of the storm was at about 18.5 degrees North latitude; 108.0 degrees East longitude, about 240km East Southeast of the coast of Thanh Hoa to Ha Tinh provinces.

In the next 12 to 24 hours, the forecast isThe storm is moving in the West Northwest direction, traveling 15-20km per hour, maintaining storm level with the strongest wind level 8-9, gusting to level 10-11 when making landfall from Thanh Hoa to Ha Tinh provinces. At 4:00 a.m. on July 17, the center of the storm was at about 19.0 degrees North latitude; 105.7 degrees East longitude, on the coastal areas of Thanh Hoa to Ha Tinh provinces.

Due to the storm's influence, in the Gulf of Tonkin (including Bach Long Vi island district), the wind will gradually increase to level 6, then increase to level 7, the area near the storm's center will be strong at level 8-9, gusting to level 10-11; waves will be 3-5m high; the sea will be very rough. From tonight and tonight (July 16), in the coastal areas of Thanh Hoa, Nghe An, and Ha Tinh provinces, there will be strong storm winds at level 7-9, gusting to level 10-11.
In Nghe An, due to the influence of the storm, from the afternoon and night of July 16 to July 18 in the North Central region, there will be moderate to heavy rain. The total rainfall from July 14 to 7 p.m. of July 15, 2017 is generally from 30 to 100 mm.

Reporting at the meeting, the Vice Chairman of the Provincial People's Committee said that Nghe An has 3,912 vehicles/18,523 workers directly fishing; as of 6:30 a.m. on July 16, 2017, there were 386 vehicles with 2,601 workers operating in the coastal area of Nghe An; 132 vehicles with 1,614 workers operating in other provinces and common fishing areas; 3,394 vehicles anchored at the port. Vehicles operating at sea have received notice of the location and direction of the tropical depression - Storm No. 2, and are proactively seeking shelter.
Along with the "sea ban", not allowing ships to set sail from today, July 16, Nghe An has also been implementing plans to ensure safety for agriculture, irrigation works, and key traffic when there are big storms and flash floods.

Deploying key tasks right after the online meeting, comrades Nguyen Xuan Duong - Chairman of the Provincial People's Committee; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee requested members of the Provincial Steering Committee for Disaster Prevention and Control to directly go to the localities to participate in directing the storm response work, in which the responsibility of the leaders is emphasized.
Nghe An is the epicenter of storm Talas, but currently there are still 500 boats with more than 4,000 workers who have not returned to safe shelters. Therefore, by all means, we will notify and call on ships and boats operating at sea to take shelter before 5:00 p.m. on July 16.
Localities and relevant sectors closely monitor storm developments to proactively evacuate and relocate residents in low-lying coastal areas, river mouths, areas at risk of flash floods and landslides, and downstream areas of dams according to established scenarios to ensure safety of people and property.

Focus on handling traffic jams caused by landslides caused by rain. Provide traffic guidance and ensure safety for people in flooded areas, overflowing streams, and ferry piers.
