Storm No. 3 entered Quang Ninh province with the strongest wind near the storm center at level 12-13 (118-149km/h), gusting to level 16, moving in the West Northwest direction at a speed of 15-20km/h. The storm caused a lot of damage to Ha Long city and other localities in the province.
