On the afternoon of April 5, Mr. Vu Van Q. (born in 1964, residing in Hong Ha area, Ninh Duong ward, Mong Cai city) drove a car with license plate number 30F - 285.74, carrying his wife from Hai Phong to Mong Cai. When reaching Cong Hoa commune, Cam Pha city, a car with license plate number 14A - 542.84, traveling in the same direction, asked to pass, but Mr. Q. did not allow this car to pass because the front was not safe.

Then car with license plate 14A-542.84 chased to Km 193+500 QL18, in Cai Ky village, Hai Lang commune, Tien Yen district, then overtook and blocked the front of the car driven by Mr. Q. On April 7, after receiving information about the incident, the Investigation Police Agency of Tien Yen District Police conducted an investigation of the scene, assessed the damaged property, and proceeded to verify and arrest the subject.
Through professional measures and persistent persuasion, on April 8, To Van Manh presented himself to the Tien Yen District Police. Diep Van Manh, the subject who directly destroyed property and assaulted Mr. Q. and his wife, is still on the run.
Up to now, the Investigation Police Agency of Tien Yen District Police has gathered sufficient documents and evidence to prosecute the case of “intentional damage to property” and temporarily detain To Van Manh.
