Arrested wanted suspect, discovered another loan shark ring

On September 30, news from Da Lat City Police (Lam Dong) said that the unit is consolidating records and continuing to investigate and verify to handle the case related to loan sharking activities and clarify other issues related to the activities of the pawn and loan service located on Phan Dinh Phung Street (Ward 2, Da Lat) owned by Hoang Cong Minh (25 years old, permanent resident of Da Lat).

Subject Tran Van Tuan was wanted in Vinh Phuc and arrested by Da Lat City Police.

Previously, through the investigation and monitoring process, Da Lat City Police coordinated with Ward 2 Police to arrest Tran Van Tuan (25 years old, from Vinh Phuc - a criminal wanted by Vinh Phuc Province Police Department) on the Phan Dinh Phung - Nguyen Cong Tru planning area road (Ward 2, Da Lat City).

Searching Tuan's workplace, at the pawn and loan service 68 (No. 280/17 Phan Dinh Phung, Ward 2, Da Lat City - owned by Hoang Cong Minh), the authorities discovered many clues related to illegal credit activities.

Here, besides Hoang Cong Minh, there were also Pham Van Hung (25 years old, from Vinh Phuc - Minh's main assistant) and Do Xuan Huu (25 years old, from Gia Lai - Hung's friend who came to stay overnight).

In Minh and Hung's bedroom, authorities discovered a 35cm-long homemade knife, a plastic bag containing white crystals, a bag of ketamine, 109 pink tablets (suspected to be drugs), and 5 motorbikes of various types.

In addition, when searching the trunk of Do Xuan Huu's motorbike, the authorities also discovered a tactical pistol (the type that shoots iron balls, no bullets).

At the time of the inspection, Hoang Cong Minh could not present any documents related to the pawn and loan business. Initially, Minh admitted that he was the person who rented the premises to run the pawn and loan business.

Suspected drug evidence was discovered in Minh's bedroom.

According to the police, although this pawn service does not meet the business conditions, it has been in operation since the beginning of August 2018.

After 2 months, there are about 50 - 60 customers borrowing from Minh, with loan amounts ranging from 3 - 10 million VND/customer. Depending on the type of loan, the average interest rate that Minh applies is very high, from 60 - 240%/year.

The police are currently investigating and consolidating the case file.
