Powerless to prevent illegal labor going to China
(Baonghean.vn) - According to statistics from authorities, the number of people fleeing to China is currently uncontrollable. Many signs show that they are involved in human trafficking, but it is very difficult to prevent.
Bao Nam Commune (Ky Son District) has been one of the most troubled areas for women fleeing to China for many years. According to statistics from the People's Committee of this commune, in the first 3 months of 2016, 141 workers left the area, most of whom were women. No one or agency knows where they went, but according to the assessment of the commune police, most of the women went to China.

Regarding the number of workers leaving the area to go to China, Mr. Phan Van Manh - Chairman of Bao Nam Commune People's Committee said that it is very difficult to control. The basic reason is that life is difficult and the people's education level is low. When these people leave, they do not go through the local authorities to complete procedures, so the commune cannot keep track of them. When asked, they said that they were going somewhere for fun, so the authorities have no right to stop them. Some people who returned from China felt self-conscious, so no one said anything about how they lived there, only saying that they "worked for a company".
Regarding the human trafficking situation in the commune, Mr. Manh said that currently, criminals trafficking people to China are operating very sophisticatedly. They all contact people by phone and often change the contact person at each stage of the journey. Another difficulty is that this also requires the consent of the trafficked person. Some cases when returning do not say that they were trafficked but still repeat the old refrain "going to work".

In case the victims who were trafficked to China return to file a complaint, then there will be a basis for investigation, but if they remain silent, the authorities will have to give up.
Furthermore, families whose children are sold to China do not report to the authorities, but only within the family and relatives know, so the police cannot know. The crime of trafficking women is very sophisticated, they do not hand over the money right at the place but only after the person has been transported to the other side of the border, so it is very difficult to catch this act.

Mr. Phan Van Manh - Chairman of Bao Nam Commune People's Committee said bitterly that the families who agreed to sell their children or the women who voluntarily sold themselves were because life was too difficult and there was no work. Some villages such as Thao Di, Luu Tan, Hin Pen have a large number of people going to China. The commune has also repeatedly asked the local police to prevent this problem, but it is very difficult.
Currently, the Commune People's Committee is planning to support people in these villages to develop livestock farming to improve their living standards and reduce the number of people fleeing abroad. According to Mr. Lo Van Thao, the police department is currently only able to coordinate with local authorities to promote propaganda. In Ky Son district, there are many communes such as Huu Kiem, Chieu Luu, and Bao Nam where workers fleeing to China often occur. Every year, the police department still chooses hot spots for women being sold to promote propaganda.
