Arrested a gambling ring of tens of billions of dong in Vinh city by betting on lottery numbers.

On August 3, 2022, the Criminal Police Department of Nghe An Provincial Police said that, implementing the direction of the Provincial Police leaders on stepping up the fight against groups of subjects engaging in gambling crimes by recording lottery numbers, the Criminal Police Department has just coordinated with related forces to successfully break up a special case.Gambling by writing down lottery numberslarge scale, arresting 13 subjects.

Previously, through the work of grasping the situation and managing subjects, in early June 2022, the Criminal Police Department of Nghe An Provincial Police discovered a very professional, large-scale gambling ring in the form of recording lottery numbers in Vinh city, so they established a special project to fight.

The leaders of this professional gambling ring are two young men living in Hung Loc commune, Vinh city: Nguyen Manh Truong (born in 1993) and Pham Hong Son (born in 1992).

Truong has a previous conviction for "Illegal drug trafficking" and Son has three previous convictions for the following acts: Harming the health of others; illegal business and receiving pawned goods and assets without documents.

Despite their young age, Truong and Son operated a gambling ring in the form of recording lottery numbers in a very professional manner. Accordingly, Nguyen Manh Truong did not directly participate in the transaction of receiving lottery numbers from players, but hired Tong Tat Anh (born in 1997), residing in Hung Loc commune, to be in charge. He would replace Truong and Son in directly transacting lottery numbers with customers. At 6 p.m. every day, Anh would directly transfer information about the transaction to Truong.

After a period of monitoring and collecting sufficient evidence, on July 27, 2022, the Criminal Police Department of Nghe An Provincial Police coordinated with Hung Loc Commune Police and related units to deploy 10 working groups to arrest and search the homes of 13 subjects in the project at 10 locations led by Nguyen Manh Truong and Pham Hong Son. The seized exhibits included 02 cars, 02 computers, 20 mobile phones and related exhibits, and 05 bank accounts were frozen.

In addition to Nguyen Manh Truong, Pham Hong Son and Tong Tat Anh, 10 other subjects in the case, all residing in Vinh city, were also arrested by the police, including: Nguyen Thanh Huynh (born in 1980), Nguyen Van Thanh (born in 1969), Tran Van Tien (born in 1971), Le Van Quan (born in 1994), Pham Thi Thuong (born in 1993) and Tran Anh Dung (born in 1978), all residing in Hung Loc commune; Nguyen Thi Tu Hien (born in 1994), residing in Ben Thuy ward; Nguyen Thi Nhu Quynh (born in 1985), residing in Dong Vinh ward; Do Hong Quan (born in 2001) and Bang Thi Huong (born in 1987), all residing in Doi Cung ward.

Initially, the Investigation Agency determined: From mid-June 2022 to the time of arrest, the amount of money the subjects traded in lottery tickets was more than 30 billion VND. On July 27, 2022 alone, the total amount of money the subjects used for gambling was more than 850 million VND.

Currently, the case is under further investigation.
