Mr. Nguyen Hanh Phuc:It's normal, each locality only has 1 Politburo member introduced. I remember Yen Bai only has 2 constituencies, so if not placed in this unit, then in the other unit.

If the candidates are qualified, it is the voters' right to elect them or not. If the three farmers are elected to the National Assembly without being nominated by Politburo members, it is also normal, because who to elect is the voters' right, there is no discrimination.

PV:Candidates for the National Assembly must develop an action program when campaigning. What happens if, after being elected, they fail to fulfill their “promises”?

Mr. Nguyen Hanh Phuc:This is the action plan of the National Assembly candidate that voters will review and evaluate. At the annual voter contact conference, the National Assembly member will have to report to voters on his/her activities during that year so that voters can evaluate whether the representative they elected has fully fulfilled his/her "promise".

PV: But if there is a case of a National Assembly candidate spending money to buy votes, what are the sanctions, sir?

Mr. Nguyen Hanh Phuc:Of course, illegal activities will be handled depending on the severity of the violation.

If any illegal acts are discovered, such as spending money to buy votes or campaigning illegally, from the time the list is announced until 10 days before the election, they will be dealt with. Supervision is the right of voters and citizens.

PV:This term has 2/3 new candidates for the National Assembly, so how are the instructions or the program and election campaign process for these candidates built?

Mr. Nguyen Hanh Phuc: The Vietnam Fatherland Front organizes training courses for first-time candidates; the Women's Union also organizes training courses for female candidates so that they have methods to present their action programs convincingly.

The Fatherland Front is also the unit that will supervise and organize candidates to campaign for elections in localities.

PV:There is an opinion that self-nominated candidates are "inferior" to those who are nominated?

Mr. Nguyen Hanh Phuc:It is not necessarily a disadvantage because the propaganda and mobilization work ensures fairness and equality.

I affirm that there is no discrimination. The self-nominated candidate and the nominated candidate are in the same group, and the time to introduce the action program is the same. The media does not distinguish between who has more or less coverage.
