The Maternity and Pediatrics Hospital is short of about 300 medical staff and employees.
(Baonghean.vn) - To prepare for the 3rd session, on the morning of November 10, the Provincial People's Council's Legal Committee conducted a survey on the recruitment, use and management of civil servants and employees at Nghe An Obstetrics and Pediatrics Hospital. Also participating were representatives from the Department of Home Affairs and the Department of Health.

Reporting to the survey team, Mr. Pham Van Dieu - Deputy Director of the hospital, said: Currently, the hospital has been assigned 600 beds by the Provincial People's Committee. However, in reality, every day the hospital receives over 1,200 outpatients and more than 1,000 inpatients.
The assigned staff is 523 officers and civil servants, of which 188 people were recruited through 4 rounds from 2014 to present. Compared with Circular No. 08/2007/TTLT-BYT-BNV, dated June 5, 2007 of the Ministry of Health and the Ministry of Home Affairs guiding the staffing standards in state-owned medical facilities, the ratio of 1.4 - 1.45 medical staff/bed, the hospital only ensures 60 - 62% of human resources, lacking about 300 people. This is an issue that raises a conflict between the needs of medical examination and treatment.
In the context of resource shortage, at the meeting, the delegation of the Legal Department requested the hospital to clarify the recruitment process and form; evaluate and classify the quality of staff as well as improve professional quality and sense of responsibility.

Regarding these issues, Mr. Phan Van Tu - Director of the Hospital said: In the difficult conditions of staffing, the solution that the hospital focuses on is to improve the quality of the team. Every month, the hospital conducts an assessment of the working capacity of staff to classify them correctly, thereby creating motivation for staff to strive to complete their tasks.
The hospital also focuses on post-recruitment training; assigning staff to help new recruits. The hospital has a reasonable staffing structure, giving priority to the clinical department over the administrative and service departments. The security and cleaning departments are all contracted to outside companies and are not staffed.
Concerned about the quality of treatment and the service attitude of medical staff towards patients in the current overloaded working conditions, Mr. Phan Van Tu suggested that the province should have a mechanism for hospitals to sign labor contracts using the unit's own resources.

Speaking at the meeting, Ms. Thai Thi An Chung - Deputy Head of the Legal Department of the Provincial People's Council acknowledged the hospital's efforts in the difficult conditions of staffing, reasonably arranging existing staff; along with ensuring policies for staff.
Sharing the difficulties of the hospital, Ms. Thai Thi An Chung suggested that, in the condition of not being supplemented in terms of staff, the hospital needs to recruit enough staff (currently lacking staff and civil servants). Complete and rearrange the structure of departments and staff, suitable and specialized staff, in line with the current staff. At the same time, focus on improving medical ethics and attitude towards serving patients, this is a very important factor in the health sector along with professional qualifications.
Ms. Thai Thi An Chung also noted some recommendations of the Hospital and will report to the Standing Committee of the Provincial People's Council and relevant levels and sectors for consideration and resolution.
