On the afternoon of May 15, Lieutenant Colonel Nguyen Hong Ky - Chief of Nha Trang City Police (Khanh Hoa) said that this agency had just executed an emergency arrest warrant for Tran Van Tinh (born in 1991, residing in Hamlet 3, Phu Phuc Commune, Ly Nhan District, Ha Nam) to initiate proceedings to prosecute the accused and detain him for the crime of extortion.
Previously, Tran Van Tinh and his accomplice Bui Cong Tuan entered Khanh Hoa and temporarily stayed at a high-rise building in Vinh Phuoc, Nha Trang City to operate "black credit".
One of the customers who borrowed money from this group is Ms. Nguyen Thi Ngoc Trinh (born in 1984; residing in Phong Chau street, Vinh Thai commune, Nha Trang city) who borrowed money many times with a total principal debt of 100 million VND between the beginning of February and the beginning of May 2019.

In early May 2019, Tinh forced Ms. Trinh to pay the principal and interest of up to 570 million VND. Unable to find a source of money to pay the debt, Ms. Trinh was threatened by Tinh and his accomplices, forcing her to pay both principal and interest within 20 days at an amount of 28.5 million VND per day.
Because Ms. Trinh did not pay the debt as requested, Tran Van Tinh and Bui Cong Tuan searched and discovered the "debtor" driving a scooter with license plate 52P2-3571 on the streets of Nha Trang on the evening of May 10. Tinh and Tuan came to extort the said scooter, causing Ms. Trinh to jump into the canal under Phong Chau bridge to commit suicide. Fortunately, some people discovered it in time to save her and take Ms. Trinh to Khanh Hoa General Hospital for emergency treatment.
While relatives were still searching for Ms. Trinh, on the afternoon of May 11, Tinh and Tuan went to the "debtor's" house to force Ms. Trinh's husband, Mr. Mai Xuan Tung, to pay the debt, or else they would kill the whole family.

At the same time, Mr. Tung heard that Ms. Trinh was in the emergency room so he went to Khanh Hoa General Hospital to take care of her, but Tinh and Tuan continued to search for her to collect the debt.
As scheduled, on the evening of May 14, Tran Van Tinh went to Khanh Hoa General Hospital to get 20 million VND and was caught red-handed by Nha Trang City Police Criminal Investigators, who confiscated his motorbike as evidence in the extortion case.
Along with the struggle to expand the investigation, criminal detectives are urgently verifying Bui Cong Tuan's whereabouts to arrest and handle him according to the law.
