Previously, at 3:00 p.m. on May 9, on the Phap Van - Cau Gie highway, a car of the Traffic Police Department, Ministry of Public Security, carrying a working delegation on duty encountered a truck with a license plate from Bac Ninh province, driven by a male driver from Bac Giang, traveling in the same direction ahead.

The driver of the Traffic Police Department car repeatedly signaled with his horn and lights, but the truck driver deliberately refused to yield. After nearly a minute of signaling, the truck driver finally swerved to the right to yield.

Article 22 of the 2008 Road Traffic Law stipulates the types of vehicles that have priority on the road, including fire trucks on duty, military vehicles, police vehicles on emergency missions, convoys led by police vehicles, ambulances on emergency missions, etc.

Priority vehicles on duty must have horn, flag and light signals as prescribed; are not subject to speed restrictions; are allowed to enter the opposite lane, other roads are passable, even when there is a red light signal and must only follow the instructions of the traffic controller.
