According to the Ministry of Public Security: Article 18 of Decree 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety stipulates: "Vehicles installed and using priority vehicle signaling devices" include:
1. Fire trucks of the Fire Prevention, Fire Fighting and Rescue Police and fire trucks of other forces are mobilized to perform fire fighting duties.
2. Vehicles of military forces performing emergency missions include: military vehicles performing firefighting, rescue, combat command, urgent information missions, marching group command, vehicles performing military control missions, inspecting military vehicles, protecting groups; vehicles performing arrest, search or other investigative activities, escorting suspects, defendants, and prisoners; participating in anti-terrorism.

3. Vehicles of the police force performing emergency duties include: Traffic police vehicles performing patrol, inspection, control, command, control, investigation, and traffic accident handling duties; vehicles performing guard duties; vehicles performing rescue and relief duties; vehicles performing arrest, search, or other investigative activities, escorting suspects, defendants, and prisoners; information vehicles performing urgent duties; vehicles performing duties against protests, riots, and dispersing crowds that disturb public order; vehicles performing duties against terrorism and hostage rescue.
4. Vehicles of the prosecution force on emergency missions include: vehicles on missions to arrest, search or carry out other investigative activities.
5. Traffic police car leading the way.
6. Ambulance on emergency duty.
7. Dike protection vehicles on duty; vehicles on duty to rescue, respond to natural disasters and epidemics.
8. Vehicles on duty in an emergency situation as prescribed by law include: vehicles serving the Steering Committee, vehicles serving functional forces mobilized to perform tasks when an emergency situation is declared.
Therefore, if a vehicle that is not one of the above types of vehicles but arbitrarily installs or uses a priority vehicle signal device, the violator will be punished according to Decree 168/2024/ND-CP dated December 26, 2024, stipulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deducting points and restoring driving license points.
Specifically, point e, clause 5, Article 6 stipulates: "Vehicles not entitled to priority that install or use signal devices of vehicles entitled to priority" will be fined from 4 to 6 million VND, applicable to cars, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles and vehicles similar to cars.
In addition, according to point d, clause 2, Article 7: "Vehicles not entitled to priority that install or use signal devices of vehicles entitled to priority" will be fined from 400,000 to 600,000 VND, applicable to motorbikes, mopeds, vehicles similar to motorbikes and vehicles similar to mopeds.
