(Baonghean.vn) - The Standing Committee of Nghe An Provincial Party Committee requested to unify the policy that Party secretaries at district level and equivalent or higher shall not hold a position for more than 2 consecutive terms (8 years or more) in a locality, agency or unit; at the same time, strive to implement this policy at the commune level.
This is one of the important contents stipulated in Circular No. 13-TT/TU on Party Congresses at all levels issued by the Standing Committee of Nghe An Provincial Party Committee on October 28.

Accordingly, for the Party Committee structure in the 2020 - 2025 term, it is necessary to basically ensure the comprehensive leadership of the Party Committee in important areas and fields; implement the policy that it is not necessary for every locality, department, or branch to have people participating in the Party Committee; at the same time, unify regulations on a number of specific positions with a standing committee structure, the remaining structures are decided by the Party Committee according to the requirements for performing political tasks and the ability of cadres to respond.
The new Party Committee must harmoniously, closely, and effectively combine on-site personnel preparation with the mobilization, rotation, and arrangement of cadres from other places.
Basically, the Party Secretary is also the Chairman of the People's Council at all levels. The Party Secretary is also the Chairman of the People's Committee at the district and commune levels where conditions permit.
Unify the policy that district-level Party secretaries and equivalent or higher shall not hold a position for more than two consecutive terms (8 years or more) in a locality, agency or unit; at the same time, strive to implement this policy at the commune level.
The Provincial Party Standing Committee leads and directs the implementation of the policy of arranging district-level Party secretaries who are not local people according to a roadmap, in accordance with the characteristics and specific situation and meeting the requirements of performing political tasks of each locality, striving to basically complete it at the district level by 2025.
Party committees at district level and above must renew at least 1/3 of the total number of Party committee members compared to the beginning of the 2015-2020 term and implement a 3-age structure in the Party committee, the Party committee standing committee, and strive for 3 age groups in the Party committee standing committee.
Strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Standing Committee; a rate of young cadres (under 40 years old for provincial and district levels) of 10% or more; a rate of Party Committee members who are ethnic minorities appropriate to the characteristics, ethnic structure and specific conditions of each locality.
Party committees at all levels, especially leaders, must be proactive and responsible in leading and directing the review and assessment to train, foster, arrange, and assign female cadres, young cadres, and ethnic minority cadres to positions with a structure to participate in the new Party committee; at the same time, have effective solutions to prepare cadre resources both in the short and long term.
At the beginning of the term, where there is not enough quantity and structure, it is necessary to urgently and seriously prepare qualified personnel with conditions to supplement and replace during the term, ensuring sufficient structure and ratio according to regulations.
The structure of the Party Committee, the proportion of young cadres, female cadres, ethnic minority cadres and the innovation of the Party Committee in the armed forces, enterprises and some special units are based on the actual conditions of each unit and must ensure common standards according to regulations.
