Provincial Party Secretary: 'If we let weak officials into the system, we will have to pay a huge price'

Reporting at the conference, on behalf of the Provincial Party Committee's Organizing Committee, comrade Le Quoc Khanh - Deputy Head of the Provincial Party Committee's Organizing Committee, stated the tasks that the Party Building Organization sector in the province implemented in the first 6 months of 2018.

The focus is on implementing the Central Resolution 6 (term XII) by advising the Provincial Party Standing Committee to issue Project No. 09/DA-TU dated April 18, 2018 on reorganizing the apparatus, streamlining the payroll and restructuring the staff, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province, period 2018 - 2022 and the following years.

Accordingly, sectors and levels focus on seriously implementing the project to reorganize the apparatus of their sectors and levels in accordance with the spirit of Resolution 6 of the Central Committee and Project No. 09 of the Provincial Party Standing Committee, especially pilot units.

At the same time, the Organizing Committees at all levels also actively and proactively advised the Party Committees to develop plans and direct the implementation of the assessment of the results of 2.5 years of implementing the resolutions of the Party Congresses at all levels, in conjunction with the assessment of the results of 5 years of implementing Resolution 26 of the Politburo on Nghe An; continued to advise on the implementation of the Resolutions of the Party Central Committee and the Provincial Party Committee on Party building and organization work and summarize a number of resolutions in this field.

At the conference, from the practical implementation of tasks on Party building organization in the spirit of resolutions and projects of the Central and the province, representatives of sectors and localities raised a number of difficulties and problems, requesting the Provincial Party Committee and the Provincial Organizing Committee to pay attention to and resolve them.

Speaking at the conference, Provincial Party Secretary Nguyen Dac Vinh highly appreciated the Party Building Organization at all levels for implementing a large amount of work in the first 6 months of the year and basically ensuring quality.

Pointing out some limitations, including the participation in giving opinions on Party documents, Provincial Party Secretary Nguyen Dac Vinh emphasized that Nghe An is a province with Party organizations at all levels and a large number of Party members, and the Central Committee's organization to collect opinions here is an expectation based on research, summarizing practices and drawing on experiences to deeply participate in Central documents.

Therefore, it is recommended that Party committees and Party Organization Committees at all levels pay more attention and invest more in this work, thereby ensuring that the issued documents and regulations related to Party building do not cause obstacles or difficulties in actual implementation.

The Provincial Party Secretary also emphasized a number of key tasks and issues that need to be noted. Specifically, regarding the arrangement of the organizational apparatus, according to the Provincial Party Secretary, three principles must be ensured, which are: the arrangement of the apparatus must be more compact; the number of staff must be gradually reduced; and work efficiency must be maintained and improved. Therefore, the requirement for the "organizers" of cadres must be truly talented in order to design a smart and reasonable organizational apparatus.

Regarding personnel work, the Provincial Party Secretary set out a number of requirements, namely paying attention to staff management and staff use; sectors and localities need to have a plan to strictly manage the total staff at their level and sector, and if they exceed the assigned total staff, they must take responsibility.

In the recruitment of cadres, it is necessary to study and innovate the forms and methods of recruitment in order to select truly talented people and first of all, to select qualified cadres to work in the Organization Board of Party Committees at all levels. "After all, when recruiting, if weak cadres are allowed to enter the apparatus, we will have to pay a very high price" - the Provincial Party Secretary emphasized.

Provincial Party Secretary Nguyen Dac Vinh also emphasized that the work of receiving cadres also needs to have strict regulations at each level and each sector. In addition to the requirement of following the correct procedures (necessary conditions), the most important thing is to choose the right person and be truly democratic in the work of appointment and follow the regulations (sufficient conditions).

Regarding the rotation of cadres, it is necessary to carefully calculate the needs, avoid sending many cadres away in one period but there is no position to send them back, or sending too few cadres away and not meeting the requirements for cadre training. Provincial Party Secretary Nguyen Dac Vinh also raised some concerns in the current work of developing party members and managing party members, and at the same time set out the requirements that must be implemented more drastically and seriously.

Regarding the training and development of cadres, it is necessary to be substantial and specific, avoiding formalities or being "heavy" on general theories. Along with training and development, there should also be solutions and measures to train the daily style of cadres, in which leaders must set an example for their subordinates, especially the head, because "what cadre, what movement" has been affirmed in practice - the Provincial Party Secretary requested.

Affirming that Party building and organization is an important issue, "the key of the key", and at the same time a difficult, complicated, and sensitive issue, comrade Nguyen Dac Vinh also suggested that the Provincial Party Committee's Organizing Committee should innovate the conference organization work, select a number of difficult and complicated issues to organize in-depth thematic seminars to find solutions, meeting the requirements of cadre organization work.
