Provincial Party Secretary: Timely remove obstacles for key projects

(Baonghean) - Listening to investors' opinions, finding solutions to remove obstacles, and speeding up the progress of key investment projects in Nghe An was the content of the meeting between Provincial Party Secretary Nguyen Dac Vinh and the Provincial People's Committee and investors on May 29. This is also a step to concretize the commitment of the provincial leaders to investors at the investment attraction conference earlier this year.

Re-identify the problem

In recent years, Nghe An has been quite successful in attracting investment with many large investors and large-scale industrial projects. That affirms that Nghe An is an attractive destination for domestic and international investors. In the context of the local budget being difficult and expenditure not meeting demand, Nghe An still prioritizes resources for investment in transport infrastructure, seaports, electricity, airports... to make it easier for investors to produce and do business in Nghe An. In the past 5 years, Nghe An has invested 21,254 billion VND in industrial park infrastructure alone.

That effort has been "rewarded" by many large projects coming to Nghe An, including 10 projects that the provincial leaders are interested in working on this occasion, including: VSIP Nghe An Industrial, Urban and Service Park, WHA Hermaraj Industrial Park, Song Lam Cement Factory, Vissai Cement Grinding Station and Seaport; Cau Cau - Thanh Chuong Mixed Tourism and Resort Area, Pig Farm in Quy Hop District, Project on Conservation and Development of High-Quality Medicinal Materials Associated with Sustainable Forest Development in Nghe An, Project on Dairy Cow Farming and Concentrated Milk Processing on an Industrial Scale; Raw Material Area of ​​MDF Wood Processing Factory...

These are major projects that are being implemented in Nghe An, having a great impact on the socio-economy and closely related to land and the lives of thousands of people in the project area. These projects also regularly receive attention and close direction from provincial leaders and all levels and sectors; however, due to many objective and subjective factors, there are still obstacles that are slow to be resolved.

VSIP Nghe An Industrial, Urban and Service Park Project has currently cleared 176.76 hectares. Of which, the Industrial Park and Technical Zone are 13.1 hectares, including the Industrial Park of 125 hectares (Hung Tay); Technical Zone of 8.3 hectares (Hung Chinh), and the urban area of ​​43.38 hectares. The area that has not been cleared is 3.9 hectares, and the clearance work according to the investor is still slow. The representative of VSIP Nghe An investor said that some problems have not been completely resolved, such as the problem of households in Nam Phuc Long hamlet, Hung Tay commune, encroaching on agricultural production in Hung Chinh commune, the origin of the land of the encroaching households has not yet been determined... The project is also facing difficulties in attracting investment in large projects to the Industrial Park. Up to now, only 10 projects have registered for investment, of which 3 customers are currently constructing factories (TĐV, NANOCO, ICEM) and the first customer (TĐV) is expected to come into operation in July 2016.

At the meeting, the Thai investor representing WHA Hemaraj Nghe An Company also reported on the project, approving the detailed planning. It is expected that before July 10, 2017, the detailed planning of the 148ha industrial park will be approved. The investor said: By the end of September 2017, the compensation work for site clearance will be completed. The difficulty for the investor is that the land mine is a protective forest and is currently being coordinated with departments and branches to request a change in the purpose of using the land mine to be able to level the industrial park.

Regarding the 3 projects of TH Group, they are facing many difficulties. The project "Conservation and development of high-quality medicinal resources associated with sustainable forest development in Nghe An" of TH Pharmaceutical Joint Stock Company is a project that has been implemented since 2013, in which the leased land area is 3,455.71 hectares and the joint venture and association land area is 11,359 hectares in 11 districts and towns: Quy Chau, Quy Hop, Nghia Dan, Thai Hoa, Quynh Luu, Hoang Mai, Yen Thanh... is currently facing difficulties in the procedures for leasing land at Muong Long Pharmaceutical Farm (has completed the purchase of assets on the land, received workers but has not been able to lease land for 4 years) and compensation for land acquisition at the Youth Volunteer Team 6 - Nghe An Construction and Development.

For Nghia Dan MDF Wood Processing Factory, the raw material area planning has been approved by the Provincial People's Committee with a total area of ​​43,973.5 hectares, of which the expected area of ​​land lease for forest planting is 10,551.1 hectares and the area of ​​joint ventures with households and forest planting organizations is 33,422.4 hectares, in 13 districts and towns. The investor proposed to establish about 100 forestry cooperatives. At the same time, it is recommended that the Provincial People's Committee direct the Provincial Youth Union, the Youth Volunteer Force Executive Committee, relevant departments and units to soon dissolve the Youth Volunteer Force 3 - Nghe An Construction and Development to create conditions for TH Raw Material Development Investment Joint Stock Company in Phu Quy area to operate effectively...

In Yen Thanh, TH Raw Material Development Investment Joint Stock Company in the Northeast of Nghe An has completed the payment to affected subjects but is still stuck with households whose forest land records have not been completely resolved by the province.

Practical support for investors

From the reality, in addition to the report of the Provincial People's Committee, the Provincial Party Secretary raised the recommendations of the people, especially the people in the project and factory areas; such as the opinions of the people of Ke Gai parish regarding the VSIP Project, upgrading Nguyen Van Be Street or the opinion of supporting cement for road construction in the TH raw material area... Regarding the VSIP Project, after going to the field and listening to the report, the difficulty is that attracting large projects here is still difficult and the province and investors need to research marketing and promotion solutions.

The Provincial Party Secretary requested Vinh City and Hung Nguyen District to take strong action to clear the 72m road outside the industrial park to help investors facilitate production and business. At the same time, investors need to provide better support for secondary investors in VSIP industrial park...

Regarding the Hemaraj Nghe An Project, the Provincial Party Secretary suggested that the Provincial People's Committee and investors learn from the VSIP Project so that investment procedures are smooth, fast and in accordance with the law, creating favorable conditions to attract projects here. "Procedural issues and principles must be ensured, the detailed planning of the Hemaraj Project must be carefully listened to and listened to first, the industrial park that comes later needs to be carefully prepared" - the Provincial Party Secretary emphasized.

Regarding the Song Lam Cement Plant Project, the Provincial Party Secretary highly appreciated the project progress and the investor's responsibility to the locality. At the same time, he requested the Department of Natural Resources and Environment to promptly guide the investor in carrying out procedures for land mining. On the investor's side, it is necessary to thoroughly instruct the vehicle fleets to minimize traffic accidents on N5 road as well as promptly complete the procedures for announcing Vissai port.

The Provincial Party Secretary also requested the Provincial Investment Promotion Center to actively and proactively support investors and take greater responsibility for its partners. “The Center must clarify its role, regularly address business opinions, monitor and follow up, and assign specific people to provide maximum support to businesses, avoiding problems that are slow to be resolved, especially large projects,” the Provincial Party Secretary noted.

Regarding TH Group's projects, the Provincial Party Secretary requested the Provincial People's Committee to study and support TH projects according to the issued decisions, and requested the province to support 7,000 tons of cement to build roads for people in the project area. Regarding the problems in Yen Thanh with TH Company, the Department of Natural Resources and Environment needs to advise the Provincial People's Committee to resolve them completely. Regarding the Cau Cau Resort Project, Thanh Chuong district should pay attention to management work so that site clearance work is smooth, and investors need to speed up progress to seize the opportunity.

The Provincial Party Secretary also acknowledged that in recent times, Nghe An has attracted a number of projects that "create momentum" for other projects to invest such as VSIP, Hemaraj... However, the implementation of large projects in reality is still difficult. Therefore, the Provincial People's Committee and sectors need to fully accompany and support investors to ensure the progress of each project.
