On the morning of October 11, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province met with voters before the 8th Session of the 15th National Assembly.

At the conference, the National Assembly deputies reported to voters of the communes of Hung Trung, Hung Yen Bac, Hung Yen Nam (Hung Nguyen district) the expected time and content of the upcoming 8th session of the 15th National Assembly; at the same time, they listened to many recommendations from voters in the fields of policy, economy, infrastructure, health, agriculture, education, and culture.

In particular, many voters of Hung Trung and Hung Yen Bac communes raised the problems after the North-South expressway section Dien Chau - Bai Vot was completed, accordingly, it is necessary to survey and have a plan to soon repair and fix a number of roads in Hung Nguyen district and intra-field roads, irrigation ditches damaged during the construction process; handle flooding in some agricultural land areas; have a plan to handle intra-commune and inter-commune traffic routes to ensure reasonableness...

In the field of education, many voters raised the issue of a shortage of classrooms. Mr. Dinh Bat Binh in Hung Trung commune proposed allocating funds to build 6 additional cultural classrooms and 7 subject and functional classrooms at Nguyen Truong To Primary School to ensure enough classrooms for students.

Mr. Nguyen Ngoc Du in Hung Trung commune suggested that the Ministry of Health should remove the referral procedure to facilitate the people. In addition, voters also recommended that the Ministry of Home Affairs revise and reduce the time for regular salary increases for positions requiring university degrees from 3 years to 2 years; adjust the public service allowance regime for officials and civil servants in the government sector; and increase the working day regime for mobile militia forces when participating in military training or being mobilized for duty.

In addition to opinions on investment in transport infrastructure, Mr. Hoang Phuc Quy in Hung Yen Bac commune suggested that superior agencies absolutely prohibit the introduction of multi-level marketing companies to communes and hamlets, especially during the upcoming Tet holiday, to prevent and combat fraudulent sales to people.
In addition, through synthesis, voters of Hung Nguyen district also proposed contents related to the study of reducing electricity prices and not calculating them according to the ladder price. In fact, the current electricity price is too high while the people's demand for electricity is increasing; support for building community flood shelters.

In the agricultural sector, voters recommended measures to manage plant seed production centers. Currently, the types of plant seeds sold on the market do not guarantee productivity or quality; support African swine fever vaccines for livestock farmers; increase irrigation fee support because electricity prices are getting higher and higher. In addition, the level of irrigation fee support from 2008 to present has not changed, making it very difficult for localities to operate, especially pumping stations managed by localities...

Voters' recommendations have been responded to by leaders of relevant departments, branches and the People's Committee of Hung Nguyen district according to their authority.
Closely coordinate with Project Management Board 6 and investors to overcome
Speaking at the conference, Provincial Party Secretary Thai Thanh Quy responded and gave specific instructions on handling voters' petitions.
Regarding the lack of classrooms at Nguyen Truong To Primary School, sharing with voters, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province Thai Thanh Quy expressed concern that this situation has existed for a long time but has not been resolved, affecting the learning of more than 1,000 students.

Thereby, he requested Hung Nguyen district to complete procedures to start construction in 2025 with the provincial budget. "We cannot let our children's classrooms be left without them," the Provincial Party Secretary concluded amid high applause from voters.
Also related to the education sector, the Provincial Party Secretary requested the Education and Training sector to check and find solutions so that the next school year does not have the situation as voters reported, where candidates who failed the first choice of high school entrance exam, applied to change regions to be admitted, then applied to return to the original school.

In response to voters' reflections on the situation of "brokers" performing the issuance of land use right certificates, comrade Thai Thanh Quy requested the People's Committees of districts and communes, especially the Fatherland Front and socio-political organizations to guide union members and members on the process of issuing "red books" so that people can understand and implement them; at the same time, he requested the district to inspect the staff performing the procedures, and if there are signs of harassment, they must be handled and transferred to speed up the process of granting land use right certificates to people, ensuring transparency, impartiality, objectivity and seriousness; not to let the situation of "brokers" do it quickly, but it takes a long time for people to do it as reflected by voters.

Regarding the issues arising after the construction of the North-South Expressway, Dien Chau - Bai Vot section, the Provincial Party Secretary, Head of the National Assembly Delegation of Nghe An province affirmed the viewpoint of the Government, the Prime Minister and the province that it is necessary to resolve and ensure the rights of people and localities affected in terms of roads, agricultural production... when serving the construction of the expressway.

From that perspective, the Provincial Party Secretary requested that the Department of Transport and the leaders of Hung Nguyen district need to closely follow up with the Project Management Board 6 and the investor to handle the shortcomings and problems. If the actions of the Project Management Board 6 and the project investor are slow to overcome, they should immediately report to the provincial leaders to get their opinions from the Ministry of Transport.
