Provincial Party Secretary Nguyen Dac Vinh: Yen Thanh needs to attract businesses to invest in agriculture

(Baonghean.vn) - On the afternoon of November 29, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee had a working session with the Standing Committee of Yen Thanh District Party Committee on the implementation of a number of resolutions and projects in the district.

Also attending were comrades: Thai Thanh Quy - Alternate member of the Party Central Committee, Chief of the Provincial Party Committee Office; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments, branches and sectors and leaders of Yen Thanh district.

The Provincial Party Secretary worked with Yen Thanh District Party Committee on the implementation of Resolution 03-NQ/TU dated June 6, 2011 of the Provincial Party Committee, term XVII, on promoting the implementation of the new rural construction program for the period 2011-2020 and the Project of the Provincial Party Committee, term XVII, on restructuring the provincial agricultural sector towards increasing added value and sustainable development, period 2013-2020 in Yen Thanh district; Project No. 01-DA/TU dated August 10, 2016 of the Provincial Party Committee on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells, period 2016-2020".

At the working session, comrade Nguyen Van De - Secretary of the District Party Committee, Chairman of the People's Council of Yen Thanh district reported to the working delegation on the socio-economic development situation of the district in recent times and the results of implementing related resolutions and projects.

Accordingly, the total production value in 2016 reached 3,368.8 billion VND, reaching 92.2% of the plan. Food output reached over 165 thousand tons, accounting for 1/6 of the province's output. Regarding new rural construction, by September 2016, 19 communes had met the standards, striving to build Son Thanh into a model new rural commune by 2020.

Regarding the implementation of Project 01-DA/TU, Yen Thanh District Party Committee has 31 hamlet Party cells in 18 communes that must increase Party members to have enough members to establish Party cells.

To strengthen Party building work and implement Project 01, in the coming time, Yen Thanh District Party Committee has proposed solutions such as building a roadmap, regularly propagating the Party and State's policies, and assigning cadres of departments, branches, and unions at all levels to be in charge of hamlets with increased Party members.

Focus on economic development, proactively dialogue and meet with the people. Strengthen and improve the effectiveness of mass organizations, especially at the block and hamlet levels. Strengthen the search for party development resources among the youth.

Comrade Nguyen Van De - Member of the Provincial Party Committee - Secretary and Chairman of the People's Council of Yen Thanh district reported to the working delegation on the socio-economic development of the district in recent times and the results of implementing related resolutions and projects.

Regarding the project to restructure the agricultural sector, Yen Thanh District Party Secretary Nguyen Van De said: the purpose of restructuring the agricultural sector in the district is to build Yen Thanh's rice brand, create large-scale fields for highly specialized production; and plan specialized production areas with typical products.

Commenting on the development plan of Yen Thanh district, leaders of departments and branches had 5 comments acknowledging the results achieved by the district in various fields in recent times. Besides, there were also many practical comments to help Yen Thanh develop in the right direction and effectively such as: planning specialized areas for agricultural crops, livestock farming and mineral resource exploitation.

Focus on some criteria in building new rural areas and model new rural communes. Promote the advantages of 18 mountainous communes to develop effective plant and animal varieties.

Regarding the implementation of Project 01-DA/TU, opinions agreed with the project's goal of developing party members and establishing party cells; strengthening ideological work; and propagating in many flexible forms to raise awareness among the people.

Concluding the meeting, the Provincial Party Secretary highly appreciated the results that Yen Thanh district has achieved in the past time. In addition, he also had some specific instructions: Regarding the construction of new rural areas, the district was requested to study new criteria and regulations for more effective implementation, in which priority was given to investing in essential criteria; study typical models of new rural communes for implementation, avoiding generalization. Regarding the restructuring of the agricultural sector, it is necessary to focus on key points; invest in science and technology to improve quality and pay attention to the implementation team. For Son Thanh commune in particular, in the roadmap to strive to become a model new rural commune, there needs to be a project with specific criteria.

To restructure the agricultural sector, it is necessary to restructure the planning but there must be a reasonable order of priority for items; encourage land accumulation; attract businesses to invest in agriculture, in which businesses are encouraged to rent land or create jobs outside the area for local people. For crops that have stabilized areas and are not converted, it is necessary to increase productivity and product quality, in which attention must be paid to linking with processing and consumption enterprises. For converted areas, there must be specific targets and a clear form of conversion.

Regarding project 01, the district focuses on propaganda, especially strengthening dialogue, and training potential cadres, especially in areas with a large number of religious followers.

Regarding education, the Provincial Party Secretary noted the need to build a high-quality axis in terms of school facilities and human resources at all levels to create diffusion and replication. In particular, attention should be paid to investing in the quality of teachers and educating students about honesty in learning and taking exams. Regarding teaching according to the VNEN model, the Provincial Party Secretary said that innovation is necessary, but the goal must be to ensure the quality of teaching./.
