Provincial Party Secretary Thai Thanh Quy works in mountainous district of Quy Chau

Implementing the Resolution of the 26th District Party Congress, term 2020 - 2025, the Standing Committee of Quy Chau District Party Committee has led the development of an action program to implement the Resolution of the Party Congress at all levels on schedule, ensuring quality; developing and implementing projects in all areas of socio-economic development, national defense, security and Party building, building the political system from the district to the grassroots level.

Quy Chau has issued 11 programs, projects and plans to specify targets and objectives, serving as a basis for implementation. In the first year of the term, Quy Chau completed 17/22 planned targets.

Growth rate in 2021 reached 9.3%; average income per capita reached 42.3 million VND/person/year. Budget revenue in the area reached 26.4 billion VND.

The district's economic structure has shifted in a positive direction. In particular, the forestry sector has made a breakthrough, with the forestation area reaching 4,267 hectares, reaching 224.6% of the plan, and the output of exploited raw wood reaching over 311.8 thousand tons. The progress of new rural construction has had 1 commune and 5 villages reach the finish line in the first year.

In particular, the district's culture and society continue to have many bright spots, especially education, with the high school graduation rate reaching over 99.6% and being one of the top localities in the mountainous region of the province in terms of the number of excellent students; 33/37 schools have met national standards, and 25/37 schools have achieved quality accreditation at all levels.

The work of preventing and fighting the Covid-19 epidemic in the district has been maintained in a synchronous and effective manner. Quy Chau is the district that has maintained the green zone the longest in the province.

There were no outstanding and complicated incidents in the area; security and order in the ethnic minority areas were maintained and ensured; the district defense area exercise was ranked Excellent by the province.

Party building work has many changes, new party members have increased, exceeding the set targets and plans. Cadres and people have shown high solidarity and consensus; it is one of two district-level units with 100% voter turnout.

However, the assessment also shows that Quy Chau still has many difficulties. The efficiency of attracting investment is still low. The key products to become competitive goods in the market are still few.

State management in some areas is still limited. Planning and management of land, resources and minerals still have many shortcomings. Education quality is uneven among regions.

Quy Chau is one of the 74 poor districts of the country in the period of 2021 - 2025 according to Decision No. 353/QD-TTg dated March 15, 2022 of the Prime Minister.

At the meeting, provincial leaders and some departments and branches also discussed and requested Quy Chau district to pay more attention to some contents related to tourism development, job creation, traffic infrastructure, land use right certification; construction and economic models;...

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi shared the difficulties of the district, and at the same time suggested paying attention to poverty reduction work as the number of poor households is getting younger; along with that, paying special attention to the quality of vocational training... And in order for Quy Chau to develop faster and stronger, according to the Vice Chairman of the Provincial People's Council, the leadership method of the Standing Committee of the Quy Chau District Party Committee needs to be more drastic.

Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu assessed that Quy Chau is on the right track. On that basis, it is necessary to promote advantages, especially in forestry, to develop the economy, especially completing the work of allocating land and forests to people in conjunction with protecting the existing natural forest area; at the same time, developing livestock and poultry farming; developing tourism in parallel with agriculture;...

Comrade Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Commission acknowledged the results of Quy Chau district in developing, promulgating and quickly implementing programs and projects to implement the Resolution of the District Party Congress. However, with a land with many difficulties, the district needs to focus on overcoming them, especially avoiding 3 risks: poverty and economic backwardness; negative aspects in forest and forest land management; and loss of identity.

Concluding the meeting, Nghe An Provincial Party Secretary Thai Thanh Quy shared the difficulties of Quy Chau district. Therefore, in order to develop the district faster and more breakthroughly, the head of the Provincial Party Committee commented that Quy Chau has correctly identified the breakthrough points of the term, including the issue of "renewing thinking and overcoming stagnation", however, action is needed to create this breakthrough.

Accordingly, from the foundation of solidarity and unity, the district cadres must have a strong desire to rise up, especially from the Standing Committee, the Standing Committee of the District Party Committee must always urge this spirit and inspire the cadres at all levels in the political system so that the whole district can make a breakthrough; at the same time, it is necessary to make good use of the attention and policies of the province, industry, and the Central Government to mobilize more external resources for the development of the district.

Along with that, the district must continue to pay attention to creating livelihoods and having economic development models, in which paying special attention to planting large timber forests; combining the development of economic models under the forest canopy to both create immediate and long-term livelihoods for the people; at the same time developing and expanding the area of ​​fruit trees with 2 to 3 main tree varieties; promoting the garden economic model, in which the district leaders need to take charge of specific models to create a movement and spread.

Emphasizing that Quy Chau is a land with a long history and unique culture, Provincial Party Secretary Thai Thanh Quy suggested that the district pay more attention to the work of protecting, preserving, promoting and effectively exploiting the unique cultural elements of the region, especially for economic development, especially tourism. If this is done well, it will not only create strengths and unique features for the district but also for the whole province. To effectively serve the development process, Quy Chau paid attention to protecting the landscape and environment, and maximizing the existing infrastructure. The Provincial Party Secretary also pointed out specific solutions to voters' recommendations.

Before working with the Standing Committee of Quy Chau District Party Committee, Provincial Party Secretary Thai Thanh Quy and the delegation inspected the project to build an embankment to prevent landslides on the Hieu River bank through Tan Lac town and Chau Hanh commune. This is a key project of the district with a total investment of 80 billion VND.

When completed, the project with a 2,066m embankment length will contribute to preventing landslides, flood control, protecting land and houses, Ke Bang and Hoa Hai bridge abutments, people's roads and rescue; urban beautification, developing tourism and service infrastructure, creating conditions for people to stabilize production, contributing to hunger eradication and poverty reduction.

The project is divided into 2 phases, of which phase 1 has been completed with a dike length of more than 1,167 m; phase 2 is expected to be completed by the end of this year.

Talking with leaders of Quy Chau district at the construction site, Provincial Party Secretary Thai Thanh Quy noted that the district should proactively plan wider roads along the embankment than the current status and roads connecting from National Highway 48 to the embankment to expand the urban space of Tan Lac town.

On this occasion, Provincial Party Secretary Thai Thanh Quy visited the Museum of Culture of Western Nghe An Ethnic Groups in Quy Chau and planted a souvenir tree in the Museum's grounds. Through the call for socialization, the Provincial Party Secretary also presented Quy Chau district with 500 million VND to build cultural houses for hamlets and villages.
