(Baonghean.vn) - At the conference, voters expressed their excitement when the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province, and at the same time made many recommendations, especially regarding the management of urban areas and apartment buildings.

On the morning of November 25, the XV National Assembly delegates, including comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training, met with voters of Vinh Tan Ward, Vinh City, Nghe An after the 2nd Session. Also meeting with voters were delegates of the 18th Provincial People's Council and the 22nd Vinh City People's Council from the constituency in the ward who met with voters before the 4th Session.

RESOLUTION OF THE NATIONAL ASSEMBLY CREATES MOTIVATION FOR THE DEVELOPMENT OF NGHE AN

At the conference, voters agreed and highly appreciated the quality of the 2nd Session of the 15th National Assembly, which took place at a special time, when the whole country is returning to a "new normal" state.

Voter Nguyen Tien Sy - Tan Phuc bloc acknowledged that after the reorganization, the new National Assembly and People's Councils at all levels have made many innovations in their activities and closely followed the aspirations and resolved the pressing issues of the people; thereby hoping that the elected agencies will continue to promote to resolve the issues proposed by voters and the people.

Expectations for effective solutions to prevent and control the epidemic; at the same time, restore the socio-economy, and return to normal life are issues of concern to voters and the people. Voter Nguyen Van Nhac - Tan Phuong block, highly appreciated the work of preventing and controlling the Covid-19 epidemic in the province as well as Vinh city.

Implementing Resolution 128/NQ-CP of the Government on temporary regulations for safe, flexible adaptation and effective control of the Covid-19 epidemic; through synthesizing voters' opinions in the area, it is recommended that the Government, central ministries, branches, and local authorities continue to pay attention to effective solutions, minimize the spread of the epidemic, and have a plan to vaccinate children.

In particular, the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province. According to voters, this is an extremely important condition, creating a driving force to accelerate the province's socio-economic development.

Therefore, voters suggested that National Assembly deputies promote their role in inspection and supervision to promote the effective implementation of the Resolution in practice; report to the National Assembly and the Government to remove obstacles for the province in the implementation process; and at the same time support the province in proposing more specific mechanisms suitable to the practical requirements of the locality.

Along with that, voters also suggested some contents such as the authorities need to take measures to handle the situation of inciting and defaming organizations and individuals on cyberspace; speed up the construction progress of the North-South expressway...

On the other hand, many voters also shared their thoughts and opinions on a number of issues surrounding the construction and management of urban areas and apartment buildings in the area.

Voter Nguyen Tien Sy and many other voters pointed out the difficulties in the handover and management of apartment buildings; thereby raising the issue of security, fire prevention, fire fighting, and population management which are very inadequate. Therefore, he suggested that authorities at all levels have solutions to improve the efficiency of apartment building management, especially administrative management.

Many voters also raised the issue of "houses without numbers, streets without names" on many roads, causing difficulties for the people and suggested that it is necessary to review and overcome this situation soon; at the same time, propose issues related to relocating households affected by some urban construction projects; granting land use right certificates; resolving policies and regimes for frontline workers; traffic infrastructure system, cultural houses, and electricity grids in the area; implementing support for people infected with Covid-19; policies and regimes for block and ward officials, etc.

At the conference, leaders of Vinh City and a number of departments and branches responded to voters' recommendations. Regarding support for people affected by the Covid-19 epidemic according to the Government's Resolution and the Provincial People's Committee's Decision, Deputy Director of the Department of Labor, Invalids and Social Affairs of Nghe An Bui Van Hung said: Up to now, the Department has submitted 26 times, of which the Provincial People's Committee has decided to approve 25 times in the whole province with a total support budget of 100.7 billion VND to pay for 68,413 subjects, Vinh City alone has the largest number with a budget of 46 billion VND to pay for 30,000 people, accounting for 40% of the whole province.

Of which, Vinh Tan ward has 18 business households and 2,000 freelance workers eligible for support. By early November 2021, the authorities had paid 6 households 18 million VND and 1,596 people 2.4 billion VND, while Vinh City is balancing the budget to continue paying more than 400 freelance workers.

PROPOSAL FOR VOTERS TO JOIN AND STRENGTHEN SUPERVISION ON URBAN MANAGEMENT

Directly discussing and answering questions raised by voters, Provincial Party Secretary Thai Thanh Quy shared the impacts of the Covid-19 epidemic on the province, including Vinh City - the locality assessed to be most affected among the localities in the province.

However, according to the head of the Provincial Party Committee, what is admirable is that in the difficult context, the political system, as well as voters and people in the province have been united, united, shared, multiplied solidarity, compatriotism, supported, and stood side by side with Party committees and authorities at all levels to prevent and fight the epidemic.

Nghe An province, in addition to focusing on directing the work of epidemic prevention and control, implementing policies to support people, has also focused on socio-economic development. This year, Nghe An is one of the provinces with good growth in the North Central region, budget revenue also exceeded estimates, national defense and security were maintained;... To achieve these results, the Provincial Party Secretary emphasized the great contribution of Vinh City in general and Vinh Tan Ward in particular.

Regarding the specific opinions and recommendations of voters, comrade Thai Thanh Quy received and clarified, including the shortcomings in new urban areas and apartment buildings from infrastructure, post-construction management to implementation of approved planning.., the Provincial Party Secretary said that the province is very concerned about this issue and directed the Department of Construction to organize many inspection teams in this field.

The head of the Provincial Party Committee also hopes that voters can rest assured because the provincial Party Committee and government manage very closely, and absolutely do not allow arbitrary adjustments to urban planning to increase construction area, reduce green space or other items to divide lots and sell land. The province also absolutely does not allow the construction of high-rise buildings in the core of the city...

Sharing with voters, Provincial Party Secretary Thai Thanh Quy also asked voters to accompany, strengthen supervision and monitoring in this field, if they see anything incorrect, they should directly report to the authorities to access information and direct handling.

The head of the Provincial Party Committee also emphasized that he is very concerned about the team of block, hamlet and village cadres and that the province will continue to make recommendations to the Central Government in the process of amending Decree 34/2019/ND-CP of the Government on amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels to consider the level of support for block and ward cadres in urban areas according to voters' recommendations.
