The meeting aimed to evaluate the results after more than 1 year of implementing the Resolution of the 22nd Congress of Que Phong District Party Committee, term 2020 - 2025; at the same time, orient key tasks and solutions in the coming time to realize the goal of turning this mountainous border district into a well-off district of Western Nghe An.

Looking back over the past year, the provincial working delegation assessed that with the efforts, joint efforts and consensus of the Party Committee, government and people of all walks of life, Que Phong district has achieved very positive results in socio-economic development, ensuring national defense and security, building the Party and the political system.

The economy remained stable and had good growth, completing 23/30 planned targets for 2021. The total product in the area increased by 10.04% compared to 2020. The economic structure shifted in the right direction. Que Phong achieved impressive results in disbursing public investment capital, reaching 100%, ranking 2nd in the province. Administrative reform ranked 7th out of 21 districts, cities and towns.

Some major industrial products increased quite well. The agriculture - forestry - fishery sector has initially built some effective models: cage fish, yellow tea, passion fruit, Japonica rice; nearly 900 hectares of forest have been granted FSC certification. Tourism resources have been initially exploited.

Culture and society continue to receive due attention, with many bright spots. In particular, the work of preventing and fighting the Covid-19 epidemic has been focused on and directed effectively. The rate of vaccination for the first dose reached 99.56%, the rate of vaccination for the second dose reached 99%, and the rate of vaccination for the third dose reached 64.7%, ranking second in the province.

The quality of mass education and key education has been improved. 2021 is also the first year that the district's education sector has been ranked excellent. Cultural, information and communication activities have been enhanced, ranking 2nd in the province in the 2021 Ethnic Minority Sports Competition.

National defense and security are maintained, border security is absolutely guaranteed; this result is very important because Que Phong is a mountainous border district located in the Northwest of the province, 180 km from Vinh city, with 74 km of border.

Last year, the district also organized a district-level defense area exercise with high results, which was ranked excellent by the province;...

Party building and political system building work are focused on: The spirit of solidarity and unity in the Standing Committee and the Standing Committee of the District Party Committee is promoted.

At the meeting, delegates also emphasized many solutions in developing tourism potential based on natural conditions, unique indigenous culture associated with agricultural development, mainly endemic plant and animal varieties; vocational training for workers; continuing to build OCOP products... From there, creating livelihoods for people to accelerate poverty reduction.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi assessed that the district has issued many programs and projects to implement the Resolution of the District Party Congress and should "weigh and measure" the implementation roadmap of each year so that by the end of the term, the set goals can be achieved.

Regarding new rural construction, in the context of difficulties in bringing communes to the finish line, the Vice Chairman of the Provincial People's Council said that Que Phong should have an approach of focusing on building new rural villages; thereby gradually improving the living standards corresponding to the number of new rural villages achieved.

Comrade Nguyen Nhu Khoi also said that the Standing Committee of Que Phong District Party Committee needs to continue to innovate more strongly in leadership and direction methods, first of all from the District Party Committee's committees, departments and offices of the District People's Committee; at the same time, focus on the commune-level political system, such as: establishing district working groups of 2-3 cadres to help communes in the form of "holding hands and showing work".

With the view that support is only a catalyst, the important thing is that the district must be united, have the spirit and aspiration to rise up, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu suggested that the district focus on planning the district area, planning land use in the new period to attract investment, such as agricultural processing enterprises..., while paying attention to removing difficulties for enterprises that have invested in the area.

Comrade Hoang Nghia Hieu also suggested that the district promote the advantage of 2,500 hectares of rice cultivation to ensure food security; at the same time, develop large timber forests, build forest certification, fruit trees, medicinal herbs under the forest canopy; develop livestock farming in the direction of family farms and farms and form more OCOP products.

At the meeting, Comrade Bui Thanh An - Chairman of the Provincial Party Committee's Inspection Commission, stated that Que Phong has full potential and advantages to become the new center of Phu Quy region, and at the same time has a more united, youthful and dynamic apparatus. Comrade Bui Thanh An also suggested that the district continue to take care of the grassroots political system, especially planning and building a team of key cadres at the commune level and paying special attention to prestigious people in villages, hamlets and communes.

Along with that, the district needs to focus on solving problems that, if not implemented well, will affect social stability in the area: Fighting drug-related crimes, poverty reduction, responding to natural disasters, and illegal mining.

MOBILIZING AND EFFECTIVE USE OF RESOURCES

Concluding the meeting, Provincial Party Secretary Thai Thanh Quy assessed: The spirit of solidarity and unity in the Standing Committee and the Standing Committee of Que Phong District Party Committee continues to be maintained and promoted. Along with that, the district has made efforts to seek opportunities to rise up, as evidenced by the construction of many economic models.

These are factors that need to be promoted, together with high political determination, to create extremely positive changes to keep the border peaceful, the area peaceful, the people peaceful and the district developed.

Regarding the tasks in the coming time, the Provincial Party Secretary noted: As a district that benefits from many preferential mechanisms and policies of the State, Que Phong must make good use of mobilizing and effectively using resources.

However, for policies to become resources, first of all, the staff must be persistent, enthusiastic, responsible, have high political determination, and take concrete actions to be allocated capital early; along with that, resources must be used effectively and economically, avoiding spreading out to implement development goals.

To do so, the strong, determined spirit from the Standing Committee of the District Party Committee must be transformed and spread to the grassroots to change thinking and enthusiasm.

On the other hand, Que Phong has successfully tested, experimented, and built agricultural, forestry, and aquaculture models. However, according to the Provincial Party Secretary, it is necessary to re-evaluate and analyze the effectiveness of the models, combined with finding product outputs to consider models that can be replicated.

At the same time, the district needs to move towards a systematic planning to manage and maximize land use for production; seek output markets, attract investment enterprises to ensure job creation in the area, and meet development goals.

Assessing that Que Phong has advantages on the Western tourism route, it can be considered as a "miniature Northwest of Vietnam" with rich products, unique culture, rich natural resources; associated with many key national transport infrastructure projects such as the gradually completed North-South expressway, opening up the possibility of connecting tourists to the district, the head of the Provincial Party Committee noted that the district needs to have a methodical and professional communication strategy and plan, applying information technology and digital transformation in promotion; along with that, in choosing the portfolio and deciding on investment, one must think in the direction of whether the project or work can serve tourism or not.

On the other hand, it is necessary to create unique, comprehensive tourism products; pay attention to training and instructing people on how to do tourism; develop plants, animals, and specialty and endemic products associated with tourism activities and product consumption for people.

The Provincial Party Secretary emphasized that Que Phong needs to continue to care for the people's knowledge, education, and improve the people's lives; especially, there needs to be sustainable poverty reduction methods in the direction of: Households helping households; cadres and party members helping households; organizations, units, and unions helping villages and communes. On the other hand, it is necessary to pay great attention to preserving the cultural identity of ethnic groups; well managing the exploitation of mineral resources; continuing to coordinate well with the Border Guard, the Police, and with localities of Laos to ensure peace at the border and in the area; fighting against all types of crimes, especially drug crimes...

Que Phong's recommendations were also pointed out by the Provincial Party Secretary with specific solutions. In particular, regarding the settlement of outstanding issues regarding compensation, support and resettlement of the Hua Na hydropower project, the Provincial Party Secretary assigned the Provincial People's Committee to preside over meetings between Hua Na Hydropower Company, Que Phong district and relevant departments and branches to find a definitive solution in accordance with the law.

She is currently residing in Nam Son block, Kim Son town, living with her youngest son's family.

On this occasion, through calling for socialization, the Provincial Party Secretary also presented Que Phong district with 500 million VND to build cultural houses for hamlets and villages.
