At the meeting, the Provincial Party Secretary received Mr. Hoang Trong Hoa, Trang Than village, Dien Phuc commune, Dien Chau district regarding his complaint against Mr. Hoang Anh Tuan, hamlet 7, Dien Minh commune (now Minh Chau commune) with 4 contents about land.

The contents of Mr. Hoang Trong Hoa's denunciation were accepted and resolved by the People's Committee of Dien Minh Commune (old); the People's Committee of Dien Chau District conducted an inspection and review, but the results were not agreed by the citizens. The Provincial People's Committee assigned the Provincial Inspectorate to review the settlement of the denunciation against Mr. Hoang Anh Tuan. On that basis, the Provincial People's Committee issued a document responding to Mr. Hoang Trong Hoa that the denunciation was unfounded; at the same time, it instructed the citizen to file a lawsuit in court over the land dispute.

At the meeting, based on listening to the opinions of citizens, the authorities of Minh Chau commune and Dien Chau district as well as relevant departments and branches, the Provincial Party Secretary clearly directed the solution. Of which, 3 basic contents were resolved.

Regarding the content of the accusation against Mr. Hoang Anh Tuan, appropriating 300m2 of land of the Hoang Trong family church, Phu Lam village, Dien Minh commune (now Minh Chau commune), the Provincial Party Secretary requested that the Provincial People's Committee establish an inspection team to clearly conclude this issue, especially to determine whether or not there is an error of more than 300m2 of land, which the family representative said belongs to the family church land area.

If the land allocation to Mr. Tuan's family was wrong, it needs to be corrected, and the responsibility of the officials during that period also needs to be considered and handled; if the land allocation was right, a definitive answer should be given to Mr. Hoang Trong Hoa. The Provincial Party Secretary requested that within 1 month, the working group needs to report the results of the inspection and work at the grassroots level to have a direction for further resolution.

Next, the Provincial Party Secretary received Mr. Nguyen Sy Hoang, Xuan Dong block, Hung Dung ward, Vinh city, who reported that the Vinh City People's Committee did not resolve to reissue the Land Use Rights Certificate to Ms. Nguyen Thi Huu (Mr. Hoang's mother) after the verdict of the People's Court of Nghe An province.

At the meeting, through the statements of citizens, leaders of Vinh City People's Committee, Department of Natural Resources and Environment, Provincial People's Court, relevant sectors and Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh, Secretary of the Provincial Party Committee concluded the direction to resolve the content of citizens' reflection.

Accordingly, the problem is that the area requested by Mr. Hoang's family to be granted a Certificate of Land Use Rights includes the land area of ​​2 roads in the South and North.

Through analysis and assessment of the incident, based on the provisions of the law, the Provincial Party Secretary requested that the land area of ​​the southern road located in the road planning of Vinh City should request the issuance of a Land Use Right Certificate to the family including the land of the road, but it should be shown on the Land Use Right Certificate that this is a planned area; when the road project is implemented, compensation should be made to the family according to regulations. Vinh City People's Committee should also soon implement this project to completely resolve the problem.

Regarding the northern road, the Provincial Party Secretary requested that Mr. Nguyen Sy Hoang's family agree to remove it from the area where the family's land use right certificate is issued. Because this road serves the travel needs of households who previously bought land from the family.

As for Mr. Hoang's other complaint related to another decision of Vinh City People's Committee, the locality has established a team to handle it. The Provincial Party Secretary requested the team to be objective and accurate in responding to citizens.
