According to the assessment, in Nghe An, Party committees at all levels have gradually innovated leadership methods for the activities of the political system, aiming to soon complete socio-economic, defense and security goals.

There have been innovations in leadership methods with the activities of the People's Council, People's Committee, judicial agencies, the Fatherland Front and socio-political organizations, personnel organization work; innovations in the working methods of the Provincial Party Executive Committee and the Provincial Party Standing Committee, Party committees at all levels...

However, there is insufficient awareness of the importance of innovating the Party's leadership methods;The unreasonable aspects of the organizational apparatus, some weaknesses of the staff, the slow revision and completion of the system of regulations and rules, and the establishment of relationships regarding the leadership of the Party organization and organizations in the political system have affected and limited the innovation of the Party's leadership methods in recent times.

At the conference, delegates focused on discussing and giving opinions on innovating the Party's leadership methods to build a streamlined political system that operates effectively and efficiently.

Director of the Department of Home Affairs Dau Van Thanh cited the fact that many resolutions are currently being issued at all levels, leading to the commune level, the last level, having to implement too many resolutions. The issuance of many resolutions also leads to a situation where a lot of time must be spent on preliminary and final reviews; inspection and supervision by superiors of subordinates.

The head of the provincial Department of Home Affairs also said that in the drafting of resolutions, there is still a situation where breakthrough solutions are not yet identified; the phrases “resolutely, determinedly, constantly, and strengthened” are often repeated. The Director of the Department of Home Affairs cited and recommended that it is necessary to reduce the issuance of resolutions; similar and similar contents should be grouped into one resolution.

Agreeing with the assessment that the grassroots level is implementing too many resolutions "piled down" from the Central, provincial, district and even its own level, Tuong Duong District Party Secretary Pham Trong Hoang proposed: "The way the Resolution is issued should have regulations on the scope of implementation. Where should an implementation plan be developed? Where should we only thoroughly raise awareness of cadres and party members? And if we do this, the way to check the implementation of the resolution must change."

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh stated the Central Committee's general viewpoint on continuing to innovate the Party's leadership methods, building a streamlined political system apparatus that operates effectively and efficiently.

First of all, it is to innovate the Party's leadership method. "This is very important, from innovating the Party's leadership method, we can have the viewpoint and ideology to arrange the apparatus in a streamlined but still effective and efficient direction" - the Provincial Party Secretary emphasized.

On that basis, the Provincial Party Secretary suggested that all levels should focus on discussing and clarifying the Party's leadership methods with the following contents: Through the organization and establishment of the apparatus, through personnel work; Through policies by issuing resolutions; Through supervision and control of power in the political system.

Citing evidence of the Party's leadership through the resolution, the Provincial Party Secretary assessed that the issue raised by the Director of the Department of Home Affairs as above is worth paying attention to, but besides that, we also need to raise the issue of the organization of the resolution's implementation. How the Party leads the organization of the resolution's implementation needs to be discussed and analyzed because this is not only related to the restructuring of the apparatus but essentially reviewing the effectiveness and efficiency of the Party organization and the political system's leadership.

The Provincial Party Secretary also suggested that it is necessary to exchange, analyze, dissect, and reflect on the Party's leadership methods along the vertical and horizontal axes in the political system to have a more comprehensive view.

Based on those suggestions as well as the discussion suggestions of the Central Committee, the Provincial Party Secretary suggested that the delegates attending the conference organize research, evaluation and analysis at agencies and units and forward their comments to the Provincial Party Committee's Organizing Committee.
