Billboards cover the sidewalks of Vinh city
(Baonghean.vn) - Sidewalks in Vinh City (Nghe An) are being blocked by signs of shops. Pedestrians have no way out and the urban landscape is being "painted" incorrectly.
Along the streets such as Tran Phu, Nguyen Van Cu, Nguyen Du, Dinh Cong Trang, Le Hong Phong, Ha Huy Tap, Le Loi..., all kinds of signs of shops are scattered on the sidewalks, even on the road, obstructing traffic, causing frustration for the people.
On Tran Phu Street, the sidewalks are occupied by people who display all kinds of advertising signs, each one higher than the previous one, competing to attract the attention of passersby. This situation not only hinders pedestrians but also affects the visibility of traffic participants on vehicles coming from the alleys.

Ms. Tran Thi Lien in Hong Son Ward (Vinh City) indignantly said: "Every day when I go to the market, I have to walk on the street. All kinds of advertising signs are erected everywhere on the sidewalk, taking up the entire walkway, blocking the view. Many days when I walk without paying attention, I bump into an advertising sign and almost fall onto the street. I hope that the authorities will find a way to remove these types of signs and return the sidewalk to pedestrians."
On Dinh Cong Trang Street, the sidewalks here are already narrow, but now many businesses are taking full advantage of the space to place advertising signs. Along with that, customers’ motorbikes are parked haphazardly, taking up the entire pedestrian lane.

The situation of encroaching on sidewalks to place advertising signs for sale is quite common in Vinh City, causing a lot of frustration for the people. Not only the main roads, but also the small roads are in the same situation, so the sidewalks for pedestrians have almost "disappeared".
Because there are no sidewalks to walk on, pedestrians have to go into the street to move and there have been many unfortunate traffic accidents involving pedestrians.
Mr. Nguyen Van Thanh in Le Mao ward, Vinh city shared: "The road is already narrow, but the shops are competing to put up all kinds of advertising signs that take up the entire walkway. Some shops put their signs on the road, obstructing traffic. Many days when I turn into the alley to go home on my way home, because the advertising signs block my view, I collide with pedestrians coming out of the alley."

In reality, the above violations recur due to the lack of strict management and punishment by authorities and local governments, and the sanctions are not strong enough.
In addition, the awareness of business households has not complied with the provisions of the law. To solve this problem, Vinh City needs to have more decisive measures to return the sidewalks to pedestrians, restore order and beauty to the city.
Point b, Clause 4, Article 12, Decree 46/2016/ND-CP on administrative sanctions in the field of traffic stipulates sanctions for violations of regulations on use and exploitation within the land area reserved for roads. "4. A fine of VND 2,000,000 to VND 3,000,000 shall be imposed on individuals and VND 4,000,000 to VND 6,000,000 on organizations committing one of the following violations: b) Illegally using urban roadsides and sidewalks to: Hold markets; provide food and beverage services; display and sell goods; repair vehicles, machinery and equipment; wash vehicles; place or hang signs and billboards; build or place platforms; make roofs or carry out other activities that obstruct traffic, etc.;” |
