Provincial Anti-Corruption Index 2023
The Government Inspector General has issued Decision No. 157/QD-TTCP, deciding to promulgate the "Set of Assessment Indexes and Guidance Documents for Evaluating Provincial Anti-Corruption Work in 2023".
The total score for the evaluation criteria is 100 points, in which part A is the main criterion for evaluating the leadership, direction, development and completion of policies and laws on anti-corruption (20 points) + part B is the criterion for evaluating the implementation of anti-corruption measures (30 points) + part C is the criterion for evaluating the detection and handling of corruption (40 points) + part D is the criterion for evaluating the recovery of corrupt money and assets (10 points).

In there,Criteria for evaluating leadership, direction, development and improvement of policies and laws on preventionPCTN(20 points)will include: Evaluation of leadership and direction of anti-corruption work (5 points) such as the issuance of the 2023 anti-corruption plan and the content of the 2023 anti-corruption plan.
Assess the implementation of the provincial anti-corruption plan by departments, offices, districts, agencies and units under the provincial People's Committee (15 points), including assessment of the implementation of inspection, review and systematization of legal documents on anti-corruption; implementation of propaganda, dissemination and education of laws on anti-corruption. Carry out inspection and monitoring of the implementation of legal documents on anti-corruption. Receive citizens according to the Law on Reception of Citizens by the Chairman of the provincial People's Committee. Receive citizens according to the Law on Reception of Citizens by the Chairman of the district People's Committee and receive citizens according to the Law on Reception of Citizens by the head of a specialized agency under the provincial People's Committee. The direction of the provincial People's Committee Chairman in handling citizens' denunciations, recommendations and reflections on corruption; recommendations and requests for protection of whistleblowers.
The evaluation contents inCriteria for assessing the implementation of anti-corruption measures (30 points)including:
Preventing corruption in state agencies, organizations and units (27 points), including assessing the results of implementing publicity and transparency according to the provisions of the 2018 Law on Anti-Corruption; results of implementing administrative reform (PAR in 2023); results of implementing provincial digital transformation (DTI in 2023); results of implementing the Project on Developing Non-Cash Payments in Vietnam for the period 2021-2025; results of implementing norms, regimes and standards; results of implementing conflict of interest control; results of implementing job transfers of cadres, civil servants and public employees; results of implementing the code of conduct; results of implementing asset and income control and results of implementing Directive 10/TTg dated April 22, 2019 of the Prime Minister on strengthening the handling and effective prevention of harassment and inconvenience to people and businesses in handling work.
Corruption prevention in enterprises and organizations in the non-state sector (3 points), including public companies, credit institutions and social organizations whose establishment is decided by the Chairman of the Provincial People's Committee or whose charter is approved by mobilizing contributions from the people for charitable activities in the province.
Criteria for assessing the detection and handling of corruption (40 points), including assessment of the detection of corruption (12 points), including assessment of the results of detecting corruption through inspection, examination, and supervision; results of detecting corruption through reflection and denunciation; results of detecting corruption through investigation, prosecution, and trial
Regarding handling corruption (20 points), the results of disciplinary action against organizations and individuals due to corruption will be evaluated; the results of criminal action against those who commit corrupt acts; the results of handling the responsibilities of the head and deputy head of the agency, organization, or unit will be based on the level of corruption.
Regarding the results of handling other violations of the law on anti-corruption (8 points), evaluating the results of handling violations in implementing transparency in the activities of agencies, organizations and units (Article 81, Decree 59/ND-CP); results of handling violations of regulations on regimes, norms and standards (Article 82, Decree 59/2019/ND-CP); results of handling violations of the code of conduct of persons holding positions and powers in agencies, organizations and units (Article 84, Decree 59/2019/ND-CP); results of handling violations of regulations on job transfer (Clause 2, Article 94 of the Law on anti-corruption); results of handling violations of regulations on reporting and handling reports on acts of corruption (Article 85, Decree 59/2019/ND-CP); Results of handling violations against income and asset declarants (Article 20, Decree 130/2020/ND-CP); results of handling other violations in income and asset control (Article 21, Decree 130/2020/ND-CP).
Criteria for assessing the recovery of corrupt money and assets (10 points)including assessment of the results of recovering corrupt money and assets through inspection, supervision, investigation, and settlement of complaints and feedback (5 points); results of recovering corrupt money and assets through investigation, prosecution, trial, and execution of judgments (5 points).
Pursuant to the Assessment Index and guidance documents for assessing anti-corruption work at the provincial level in 2023, the People's Committees of provinces and centrally-run cities shall organize the assessment of anti-corruption work in their localities in accordance with the provisions of the law on anti-corruption and Plan 198/KH-TTCP dated February 6, 2024 of the Government Inspector General.
