On June 14, the Central Party Office issued Official Dispatch No. 993-CV/VPTW to news agencies, newspapers and radio stations regarding the announcement of Resolution No. 02-NQ/TW, dated June 12, 2021 of the Politburo on innovation of organization and operation of Vietnam Trade Union in the new situation.

I- SITUATION AND CAUSES

1. After more than 90 years of formation and development, after 35 years of national renovation, Vietnam Trade Union has matured in all aspects, made worthy contributions to the great victory of the revolution, and contributed to building an increasingly strong Vietnamese working class.

The trade union organization has been consolidated and developed, the number of union members and grassroots unions has increased rapidly, the staff has developed in both quantity and quality. The trade union has expanded its activities to the non-state economic sector; coordinated more and more effectively with authorities at all levels, organizations and employers, better performed the task of representing, caring for and protecting the legitimate and legal rights and interests of workers, promptly resolved pressing issues, and contributed to building harmonious, stable and progressive labor relations in enterprises.

The work of propaganda and mobilization of union members and workers continues to be innovated, diversified, and oriented towards the grassroots. Campaigns and patriotic emulation movements are widely launched, attracting and arousing the motivation of union members and workers, contributing to increasing labor productivity and socio-economic development. The work of finance and trade union assets has been gradually improved; foreign affairs activities have achieved many results. The trade union has played a good role as a bridge between the Party, the State and workers and laborers, actively participating in building the Party, the political system and the great national unity bloc.

2. However, the organization and operation of the Trade Union still have some limitations and weaknesses, failing to meet the requirements of the new situation. The work of developing union members and grassroots unions is not commensurate with the development speed of enterprises and workers; the quality of union members is not high, the effectiveness of grassroots unions is still limited. The organizational model and methods of gathering union members and workers are slow to be innovated.

The work of building a team of trade union cadres is still inadequate; many places lack specialized cadres, and some cadres have weak capacity. Trade union activities in some sectors and localities are not linked to the characteristics, needs, and legitimate aspirations of union members and workers and the situation of labor relations. The effectiveness of propaganda, mobilization, and education of union members and workers is not high. The role of representing, protecting the legitimate and legal rights and interests, and promoting the ownership of workers and laborers is still limited. The situation of labor disputes and collective work stoppages, although decreasing, is still complicated, with the potential to cause instability in security and order.

3. The above limitations and weaknesses are due to many reasons, mainly: The awareness and responsibility of some Party committees and authorities regarding the position and role of trade unions are not adequate; at times and in some places, they do not pay due attention to the work of leadership, direction, inspection and supervision of the implementation of the Party's guidelines and policies, and the State's policies and laws on workers and trade unions.

The content and methods of propaganda, mobilization and gathering, especially at the grassroots level, are not suitable for the working conditions and living conditions of a part of the workers. Consulting and coordination to solve urgent and complicated problems related to workers and trade unions are still limited. A part of the trade union cadres are slow to change their thinking, have limited capacity and have not kept up with the requirements of trade union activities in the conditions of a socialist-oriented market economy and international integration.

The training, fostering and placement of trade union cadres have not met the requirements. State management in the field of labor still has many shortcomings; violations of labor laws still occur frequently and are slow to be handled. The quality of the workforce is still limited; employment and life of a part of workers and laborers are still difficult; the increasing polarization among workers and laborers makes the task of gathering forces and promoting the role of workers more difficult.

In the coming time, the number of workers and laborers will increase rapidly, trade union activities will continue to expand and shift strongly to the non-state sector. The process of developing a market economy; the opportunities and challenges of the Fourth Industrial Revolution, increasingly deep international integration; allowing the establishment of labor organizations in enterprises will have a profound impact on employment, quality of human resources, attracting and gathering workers... That context poses an urgent requirement for stronger and more substantial innovation of the organization and activities of Vietnam Trade Unions.

II- GUIDING VIEWPOINTS AND GOALS

1. Guiding view

- Building a strong Vietnamese Trade Union and building a modern, strong Vietnamese working class to meet the requirements of the new situation is the responsibility of the Party, the political system and the whole society.

- Innovation in trade union organization and activities must ensure the comprehensive and absolute leadership of the Party, in accordance with the country's political system and international integration requirements.

- Building a strong Vietnam Trade Union is an important contribution to building the Party and political system, strengthening the great national unity bloc and protecting the socialist regime.

- Innovation in trade union organization and activities must be consistent with the quantity, structure of labor, needs and aspirations of workers and laborers and the requirement to improve the quality of human resources; promote the representative role, care for and protect the legitimate and legal rights and interests of union members and laborers.

- Focused and key innovation, concentrating on perfecting mechanisms and policies, creating strong enough resources for the Trade Union to perform its tasks well; ensuring inheritance, stability, a suitable and solid roadmap, selectively referring to world experience.

2. Objective

a) General objectives

Building a strong and comprehensive Vietnam Trade Union, capable of adapting to and solving problems, performing well its functions and tasks in the new situation; being a solid political and social foundation of the Party and State; playing a good role as a bridge, maintaining close ties between the Party and State with the working class and laborers; worthy of being the largest representative organization, the center for gathering and uniting the working class and laborers nationwide; contributing to building a modern and strong Vietnamese working class, a pioneering force in carrying out the task of rapid and sustainable development of the country.

b) Specific goals

* By 2025:

- Strive to have 13.5 million union members, most enterprises with 25 or more workers have union organizations; by 2023, strive to have 12 million union members.

- Strive for 80% or more of enterprises and units with trade unions to sign collective labor agreements; by 2023, the rate will reach over 70%.

* By 2030:

- Strive to have 16.5 million union members; where there is no organization representing workers, the majority of workers will be gathered and participate in some activities of the Vietnam Trade Union.

- Strive for 85% or more of enterprises and units with trade unions to sign collective labor agreements.

* By 2045:

Most workers at the facility are members of the Vietnam Trade Union; 99% of enterprises and units with trade unions have signed collective labor agreements.

III- MAIN TASKS AND SOLUTIONS

1. Innovate and improve the effectiveness of gathering and mobilizing union members and workers; focus on developing union members and grassroots unions.

- Research and deploy methods and models to gather union members and workers to adapt to the new situation; innovate the content and methods of propaganda and mobilization to attract, gather and orient workers and laborers.

- Strengthen advocacy and persuasion to help workers improve their understanding, voluntarily participate, establish and build trade unions at the grassroots level. Employers must ensure the rights of workers to participate and operate in trade union organizations in accordance with the law, ensuring the legitimate rights and interests of workers and the development of enterprises.

- Innovate the process and procedures for admitting union members and establishing grassroots unions in a flexible, proactive, timely and practical manner. Focus on establishing grassroots unions, especially in non-state enterprises, where there are many workers, and where labor relations are potentially complicated.

2. Continue to arrange and perfect the organizational model; build a team of professional union officials with sufficient qualities and capacity to meet the requirements of tasks in the new situation.

- Continue to improve the effectiveness of the 4-level trade union organization model, closely combining local trade unions and industry trade unions; focus on improving the quality of grassroots and upper-level trade unions, especially grassroots trade unions in non-state enterprises; trade unions in industrial parks, export processing zones, economic zones, high-tech zones, etc. Strengthen and develop industry trade unions, improve the effectiveness of local trade union activities; have appropriate models to attract, gather and protect workers in the informal sector. Research and adjust the tasks of trade unions at all levels towards focusing on core tasks, suitable to the characteristics of each level and the development of the labor market.

- Build a trade union organization model that is open, flexible, and dynamic to promptly address the legitimate needs and aspirations of union members and workers. Research and pilot a number of new models, such as: Industry trade unions, affiliated general corporation trade unions in a concentrated, streamlined, and effective manner; grassroots trade unions in enterprises with many union members and enterprises with less than 25 union members; regional trade unions in some localities with few enterprises; general corporation trade unions, private economic groups under the Vietnam General Confederation of Labor, etc. Establish a consulting and support center for workers in industries and localities with a large number of workers and laborers.

- Building a team of union cadres that ensures quantity, quality, intelligence, courage, enthusiasm, responsibility, prestige, and the ability to dialogue, lead, inspire, gather, and unite workers. The head of the union organization must have high prestige, deep understanding, and practical experience in mass mobilization work, especially mobilizing workers, laborers, and business owners. The structure of the Party Committee at all levels has a reasonable proportion of adults from workers and unions. The Party Committee agrees with the higher-level union in promoting, transferring, and rotating the president and vice president of the union at the same level.

- Research and issue appropriate policies to recruit union officials who have grown up from the grassroots and in the workers' movement; attract and motivate union officials. Research and propose a reasonable mechanism for assigning staff to the union, ensuring that it meets the requirements of tasks and the actual situation.

3. Innovate the content and methods of trade union activities to meet the requirements of the new situation.

- Trade unions at all levels shall base on the legitimate needs and aspirations and the representation, care and protection of the legitimate rights and interests of union members and workers to determine the content and objectives of activities; build trust and create cohesion between workers and trade union organizations so that the Vietnam Trade Union is truly an organization of workers, by workers and for workers.

- Strengthen training, practice, improve awareness and political capacity, class awareness, national pride, qualifications, skills, industrial style, legal knowledge, labor discipline... for union members and workers. Take appropriate measures to prevent and stop the exploitation, enticement, and incitement of workers and laborers to strike illegally, protest, cause disturbances, and disrupt security and order.

- Regularly and proactively coordinate with employers to care for the interests and ensure the rights of employees; promptly monitor, resolve and propose solutions to pressing issues of workers and employees; actively build harmonious, stable and progressive labor relations in the enterprise.

- Organize campaigns and patriotic emulation movements in an innovative, practical, effective manner, suitable for each subject, locality and field; promptly commend and reward collectives and individuals with achievements, pay attention to grassroots trade union cadres, collectives and direct workers; focus on discovering and replicating advanced examples and creative and effective operating models.

- Proactively and actively expand and improve the effectiveness of foreign affairs activities to learn from experience, mobilize resources, promote innovation, and enhance the position of Vietnam Trade Union in the international arena.

- Continue to innovate working methods in a scientific and creative manner, suitable for each group of union members and workers; promote democracy associated with strengthening discipline, focusing on the grassroots, attaching importance to coordination, improving the effectiveness of supervision and social criticism. Promote administrative reform and application of information technology. Actively innovate working methods and styles of union officials, especially at the grassroots level; resolutely fight against bureaucracy, formalism and achievement disease...

- Strengthen internal self-inspection and supervision. Pay attention to summarizing practices and researching theories on workers and unions in the new situation. Do a good job of forecasting and promptly handling newly arising situations and issues.

4. Build strong enough financial resources to perform well the functions and tasks of the trade union organization.

- Timely review and amend regulations on management and use of union funds and union assets in accordance with the provisions of law, ensuring publicity and transparency, meeting the requirements of tasks in the new situation; develop a mechanism for using finance in conjunction with common tasks, priority areas and areas, and balancing between union levels. Maintain existing resources; collect union funds and encourage the socialization of resources so that unions can perform their assigned tasks well.

- Use union finance and assets economically and effectively, prioritize resources to perform the task of caring for, representing and protecting the rights of workers. Strengthen inspection, auditing and supervision of union finance and assets. Proactively and actively fight against corruption, waste and negativity in all levels of unions; promptly rectify and strictly handle violations in the management and use of finance and assets.

- Strongly reorganize, innovate, improve operational efficiency and autonomy of enterprises and trade union economic units, contributing to creating resources for trade union activities.

5. Strengthening the Party's leadership over trade union organizations and activities

- Ensure the Party's comprehensive and absolute leadership over trade union organizations and activities, create conditions for trade unions to perform their functions and tasks well; overcome the situation of loosening the leadership role or making excuses, doing things on behalf of, or assigning tasks that are not suitable to the functions and tasks of the trade union organization. Party committees and organizations at all levels regularly lead and orient the establishment and operation of labor organizations at enterprises in accordance with their principles, purposes, and in compliance with the law; prevent and stop the exploitation of labor organizations at enterprises to infringe upon the rights and interests of workers and enterprises, causing insecurity and disorder.

- Innovate and improve the quality of propaganda and dissemination so that Party committees, Party organizations, authorities, the Fatherland Front, and socio-political organizations have a full and profound understanding of the position, role, functions, tasks, opportunities, challenges and new issues facing Vietnam's Trade Union in the context of our country's deep international integration, signing many new-generation free trade agreements and ratifying international conventions related to labor and trade unions.

- Pay attention to leading the development work, improving the efficiency of the activities of party organizations and unions in non-state enterprises; establish trade union organizations to create the premise for establishing other party organizations and unions. In places where there are no party organizations, the Party leads the trade union organization through the direct superior trade union; trade union cadres at all levels, first of all grassroots trade union cadres, have the task of propagating the Party's guidelines and policies, the State's policies and laws to union members and workers. Focus on leading and directing the work of developing party members; pay attention to training and introducing qualified workers and laborers to join the Party.

- Party committees at all levels regularly and closely coordinate with higher-level trade unions in leading and directing the organization, personnel and activities of their trade unions. Annually and when necessary, the standing committee or executive committee of the Party committee (where there is no standing committee) works with the executive committee of the trade union at the same level to grasp the situation of activities, direct and orient tasks for the next period; listen to the thoughts and aspirations, and direct the timely resolution of legitimate recommendations of union members and workers.

- Strengthen inspection, supervision, interim and final reviews of the implementation of the Party's resolutions, directives and conclusions on workers and trade unions. Promote the exemplary responsibility of Party members who are trade union officials, especially leaders. Party members working in agencies, units and enterprises with sufficient conditions must join the trade union organization and be exemplary and actively participate in trade union activities.

6. Perfecting policies and laws; strengthening and improving the effectiveness of coordination between state agencies, the Fatherland Front, socio-political organizations, economic organizations, social organizations and trade unions.

- Continue to review and improve policies and laws on labor and trade unions; study, amend and supplement the 2012 Trade Union Law. Innovate and improve the effectiveness of state management of labor and workers' representative organizations. State management agencies actively coordinate with trade unions to strengthen inspection, supervision and monitoring of the implementation of policies and laws on labor and trade unions.

- The Government, relevant ministries, branches and authorities at all levels shall strengthen coordination with trade unions; develop programs, coordination regulations and action plans to care for and ensure the rights of workers, support and create conditions for trade unions to operate in accordance with their principles and purposes, practically and effectively. Strengthen coordination to ensure security and order in industrial parks, enterprises with a large number of workers, and enterprises in the non-state sector. Heads of authorities at all levels shall periodically dialogue and direct the resolution of the legitimate needs and aspirations of union members and workers.

- The State and authorities at all levels have mechanisms to mobilize and allocate adequate financial resources to improve social welfare, care for and resolve difficulties and pressing issues of workers, especially housing, schools, hospitals, entertainment venues, and handle unexpected situations that affect employment and income.

- Manage the establishment and ensure that the activities of labor organizations in enterprises are in accordance with the principles and purposes; take appropriate and effective measures to attract, mobilize, and orient these organizations to join the Vietnam General Confederation of Labor. Strengthen propaganda so that employers, workers, and employees can identify acts of taking advantage of the establishment and operation of labor organizations in enterprises to violate national security and cause insecurity and disorder.

- The trade union proactively coordinates with the Fatherland Front, socio-political organizations, economic organizations, and social organizations to develop long-term and comprehensive coordination programs and cooperation agreements, creating a combined strength to improve the effectiveness of trade union activities, mobilize resources to care for the interests of union members; coordinate to conduct social supervision and criticism.

IV- IMPLEMENTATION ORGANIZATION

1. Provincial and municipal Party Committees, Party committees, Party delegations, Party executive committees, Party committees directly under the Central Committee, Party committees of Central public service units shall organize research, dissemination, and direction on the development of programs and plans to implement the Resolution; concretize and supplement the contents and targets stated in the Resolution into the annual plans of sectors, agencies, units, and localities; strengthen inspection and evaluation, and periodically organize preliminary and final reviews of the implementation of the Resolution.

2. The National Assembly Party Delegation leads and directs the amendment and supplementation of the 2012 Trade Union Law and related laws, creating a legal basis for the implementation and supervision of the implementation of the Resolution.

3. The Government Party Executive Committee leads and directs the amendment, supplementation and promulgation of new legal documents; organizes the implementation of laws well; regularly urges and inspects the implementation situation; and strengthens coordination with the Vietnam General Confederation of Labor.

4. The Central Organizing Committee shall preside over and coordinate with the Party Delegation of the Vietnam General Confederation of Labor to study and propose issues on recruitment, staffing, regimes and policies for full-time trade union officials, and a number of pilot models on trade union organization and activities suitable to the new situation.

5. The Central Propaganda Department shall preside over and coordinate with the Party Delegation of the Vietnam General Confederation of Labor to organize extensive guidance and propaganda on the content of the Resolution and the results of its implementation. The Ho Chi Minh National Academy of Politics shall preside over and coordinate with the Party Delegation of the Vietnam General Confederation of Labor to research and incorporate the content of the working class and trade union organizations into the political theory training program and cadre training in political academies and schools.

6. The Central Committee for Mass Mobilization shall preside over and coordinate with the Party Delegation of the Vietnam General Confederation of Labor and relevant agencies to regularly monitor, urge, supervise, inspect, summarize, and periodically report to the Politburo and the Secretariat on the results of the implementation of the Resolution.
