Deputy Prime Minister Truong Hoa Binh said that through recent inspections, a number of serious violations in the transfer of officials, both at the central and local levels, have sounded the alarm. Typical examples include Trinh Xuan Thanh, Vu Huy Hoang, the Southwest Steering Committee, PVN, etc.

On the afternoon of May 15, the Politburo's inspection delegation led by Politburo member and Permanent Deputy Prime Minister Truong Hoa Binh worked with the Party Committee of the Ministry of Science and Technology, announcing the Politburo's decision to establish an inspection delegation for the Party Committee of the Ministry of Science and Technology (inspection delegation No. 470).

The delegation will inspect the leadership, direction and implementation of the conclusion of the 11th Politburo on promoting the planning and rotation of leaders and managers until 2020 and the following years, in conjunction with the implementation of the Regulations on appointing officials and introducing candidates for election from June 2012 to present.

The delegation will inspect 12 party organizations, affiliated units and the Party Committee and complete the report to the Politburo before June 30.

Over 1,000 officials have been transferred to provincial leadership positions.

Permanent Deputy Prime Minister Truong Hoa Binh said that after the Resolution of the Central Committee (8th tenure) on the Cadre Strategy in the period of promoting industrialization and modernization of the country, the Politburo of the 9th tenure issued two separate thematic Resolutions on cadre planning and rotation.

Many planning projects are still formal, lacking feasibility, with low planning quality, unevenness, lack of vision, and do not ensure connectivity between lower and higher levels, between central and local levels, and between sectors and fields of work.

Some places have not implemented staff rotation based on assessment and planning. Staff rotation within the sector, between sectors, between cadres working in the Party, the Front, mass organizations and state management generally has little cohesion...

A small number of transferred cadres have limited contributions to the locality. In some cases, cadres have shown signs of choosing locations and positions after transfer.

There are still many cases where the appointment and introduction of candidates for election do not comply with the planning, leading to shortcomings, violations, even serious violations, affecting the role and reputation of collectives, individuals, Party committees, organizations, agencies, and units, reducing the people's trust.

The Permanent Deputy Prime Minister also pointed out the current situation of laxity and lack of strictness in planning, promoting and rotating officials in recent times.

Therefore, the Politburo has established 5 inspection teams to inspect 10 Provincial Party Committee Standing Committees and 5 Party Committees of 5 central ministries and branches. Of which, Inspection Team No. 470 of the Politburo will inspect the Standing Committees of the Provincial Party Committees of Nam Dinh and Quang Nam and the Party Committee of the Ministry of Science and Technology. The team will work with the Ministry of Science and Technology from May 30 to June 7.
