On the afternoon of May 15th, a delegation from the Politburo, led by Politburo member and Standing Deputy Prime Minister Truong Hoa Binh, worked with the Party Committee of the Ministry of Science and Technology and announced the Politburo's decision to establish an inspection team for the Party Committee of the Ministry of Science and Technology (Inspection Team No. 470).

The delegation will inspect the leadership, direction, and implementation of the conclusions of the 11th Politburo on strengthening the planning and rotation of leading and managerial cadres up to 2020 and beyond, in conjunction with the implementation of the Regulations on appointing cadres and nominating candidates for positions from June 2012 to the present.

The delegation will inspect 12 Party organizations, subordinate units, and the Party Committee of the Ministry, and will complete the inspection and report to the Politburo before June 30th.

Over 1,000 officials have been rotated to leadership positions at the provincial level.

According to Deputy Prime Minister Truong Hoa Binh, following the Central Committee Resolution (8th term) on the Cadre Strategy during the period of accelerated industrialization and modernization of the country, the Politburo of the 9th term issued two separate thematic resolutions on cadre planning and rotation.

These are Resolution 42 on the planning of leadership and management personnel during the period of accelerated industrialization and modernization, and Resolution 11 on the rotation of leadership and management personnel.

After summarizing and evaluating the implementation of these two resolutions, the 11th Politburo issued Conclusion No. 24 on strengthening the planning and rotation of managerial cadres until 2020 and beyond.

This shows that personnel planning has gradually become more systematic. Most of the officials appointed to positions under the management of the Politburo and the Secretariat are those included in the planning process.

He also stated that over 95% of key leaders in the People's Councils and People's Committees of provinces and cities, and over 98% of members of the Standing Committees of provincial and city Party Committees, have been rotated to hold key leadership positions at the district level.

The rotation of some non-local officials at the provincial and district levels has yielded positive results. Most officials who underwent the rotation have shown personal growth and accumulated valuable practical experience.

Over 110,000 leading officials have been included in the planning for management positions at all levels, and over 42,000 leading and managerial officials at all levels have been rotated, including over 1,000 officials at the central level who were rotated to serve as deputy secretaries, chairmen, and vice-chairmen of the People's Committees of some provinces and cities.

Specifically, the planning was based primarily on cadre evaluations and not on the actual job requirements and capabilities of the cadres.

Many planning projects are merely формаl, lacking feasibility; the quality of planning is low, uneven, lacks a long-term vision, and fails to ensure interconnectedness between lower and higher levels, between the central and local governments, and between different sectors and fields of work.

The Deputy Prime Minister also pointed out the lax and lax approach to planning, promoting, and rotating officials in recent times.

Therefore, the Politburo established five inspection teams to examine ten Provincial Party Standing Committees and five Party Committees of five central ministries and agencies. Among them, Politburo Inspection Team No. 470 will inspect the Provincial Party Standing Committees of Nam Dinh and Quang Nam provinces, and the Party Committee of the Ministry of Science and Technology. The team will work with the Ministry of Science and Technology from May 30th to June 7th.
