The Politburo has issued regulations on inspection and supervision of asset declarations for officials under the management of the Politburo and the Secretariat. There are about 1,000 officials under this category.

Speaking to the press, Deputy Head of the Central Inspection Committee Le Thi Thuy said that this regulation was issued by the Politburo on May 23.

For other subjects, the provincial Party Committee, city Party Committee, and subordinate Party Committee shall base on this regulation to prescribe for subjects under their Party Committee's management to ensure effective inspection and supervision of asset declaration.

3 cases of inspection and supervision

Asset declaration is one of the solutions to prevent corruption, but it is considered ineffective. There are many reasons, including the fact that inspection and supervision are not complete and not systematic.

The Politburo's regulations clearly state that the inspection subjects for this subject are the Politburo, the Secretariat and the Central Inspection Committee. The monitoring subjects are the Politburo, the Secretariat, the Central Inspection Committee and the Party cells where these cadres are active.

There are similar regulations at lower levels.

So when will the inspection and monitoring be conducted?

Firstly, from now on there will be a roadmap for how the inspection and supervision will be carried out. When a competent authority requests that the assets of this official be inspected and supervised for any reason, the Central Inspection Committee will proceed to do so.

The subjects under the management authority of the Politburo and the Secretariat are assigned to the Central Inspection Committee.

Second, when there are recommendations, reflections, and denunciations of dishonest asset declarations.

Third, when there are signs of violating Party and State regulations on asset declaration.

If it falls into one of those three cases, inspection and supervision will be conducted.

How will the asset declaration be checked upon appointment?

The appointment verification process has been in place for a long time, all steps have been done by the organization. The report always includes a line for full and honest asset declaration. Now the normal process continues, not because of this regulation that it has changed.

This regulation only applies when there are 3 factors as mentioned above. For example, if the press reflects, it is a case of reflection, recommendation, or denunciation.

Public results

So how many subjects are officials under the management of the Politburo and Secretariat subject to the regulation of this document?

Currently the exact number is in the Central Organizing Committee, but there are also about 1,000 cadres under management.

Regarding the subject when doing the procedure to enter the management of the Politburo and Secretariat, the agency that organizes the cadres will do this.

For example, every time a new National Assembly Chairman is elected, there is a declaration of assets of the elected person on the delegates' desk for the delegates to review. If there is any problem or if the declaration is not complete or truthful, a request will be immediately made to the competent authority to verify it.

After the inspection, if there is a discovery of dishonest asset declaration, how will it be handled?

All dishonest asset declarations are handled according to Party and State regulations, and in document 181 (Regulations on handling disciplinary actions against violating Party members of the Central Executive Committee) which is being revised, there is a provision stipulating that if the asset declaration is dishonest, incomplete, or untimely, it will be handled according to which point and clause.

As for the State's regulations, the upcoming revision of the anti-corruption law will also clarify this, and at the same time the Government will amend the decree on disciplining officials related to this matter.

Once completed, the Central Inspection Committee will issue a notice and fully publicize it to the press and the people.

The scope of declaration is very broad, so when building the annual plan, do we set targets such as what percentage to check?

After the Politburo and Secretariat issue regulations, the Central Inspection Committee will immediately issue documents guiding the development of plans, the implementation of requests from competent agencies and organizations, and how to handle petitions and recommendations...

There will be specific guidelines, on the basis of which an annual plan will be developed to conduct how many inspections and supervisions and how.

How many inspections there are in a year is not the important issue. The issue is that we see that there are cases with signs of violations, cases with petitions reflecting dishonest declarations, then they are checked and considered immediately and promptly.

The regulation is to assign the provincial level to inspect the subjects under its management, but for a long time, internal detection has been weak. So does the Central Inspection Committee supervise in reverse?

After the Politburo's regulations are issued, the provinces will have regulations assigning tasks to the provincial Inspection Committees to perform this task. The Central Inspection Committee annually inspects the implementation of inspection tasks, supervises the enforcement of discipline for the Party Committees, Standing Committees and lower-level committees.

Responding to the question of whether the Central Inspection Committee will investigate the information published in the press about the villa street of Lao Cai officials recently, Ms. Le Thi Thuy said that when there is information and public opinion reflects, it must be done, the problem is who is in charge of the subject.

"Once determined, if the subject is under the management of the Politburo or Secretariat, the Central Inspection Committee will definitely get involved. If it is under the management of the Standing Committee, the Standing Committee will direct the action," said Ms. Thuy.
