The Ministry of Public Security chose Nghe An as the location for the launching ceremony of the force participating in protecting security and order at the grassroots level.
The Ministry of Public Security chose Nghe An as one of 12 provinces and centrally-run cities to host the launching ceremony of the force participating in protecting security and order at the grassroots level.

The ceremony will be held on the morning of July 1 at Ho Chi Minh Square, Vinh City, on the day the Law on Forces Participating in Protecting Security and Order at the Grassroots Level comes into effect, with the participation of leaders of the Ministry of Public Security and provincial leaders.
Previously, on November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024.
The Law stipulates the position, functions, tasks, principles of organization, operation, working relations, force building, ensuring operating conditions and responsibilities of agencies and organizations towards forces participating in protecting security and order at the grassroots level.
Accordingly, the force participating in protecting security and order at the grassroots level is one of the mass forces, arranged in villages and residential groups, acting as the core to support the commune-level police to help the People's Committees at the same level in protecting security and order and building the movement "All people protect national security".
According to the law, this force is responsible for supporting the understanding of security and order; supporting the building of the movement "All people protect national security"; supporting fire prevention, fighting, rescue; supporting administrative management of social order; supporting the mobilization and education of people who have committed violations of the law and are residing at the facility; supporting patrols, ensuring security, order and traffic safety; performing security and order protection tasks when mobilized.
In Nghe An, the Provincial People's Council issued Resolution No. 06 dated June 7, 2024 stipulating the establishment criteria, number of members; support and compensation levels; regimes and policies for the Security and Order Protection Team in the province.
Each village, hamlet, block, and village establishes a Security and Order Protection Team, including 1 team leader (also deputy head of the village, hamlet, block, and village) supported with 2 million VND/month; 1 deputy team leader supported with 1.2 million VND/month and team members supported with 1.1 million VND/month.
In terms of quantity, each group has 3 members for villages, hamlets, and communes with less than 350 households and blocks with less than 500 households.
In case the number of households in villages, blocks, hamlets and hamlets is higher than the above level, the principle shall be implemented: for every 1/3 increase in the number of households, 1 more team member shall be added. However, each Security and Order Protection Team shall not have more than 5 members.
On that basis, the People's Committee of Nghe An province issued Decision No. 18/2024 dated June 28, 2024 regulating the number of security and order protection teams; the number of members of the teams in Nghe An province.
Accordingly, basically, the Security and Order Protection Team in villages, hamlets, blocks, and communes in the province all have 3 members; except for 29 blocks, hamlets, and villages in some wards and communes in Vinh city, Hoang Mai town, and some communes in districts: Quynh Luu, Nghi Loc, Dien Chau, Yen Thanh, which have 4 to 5 members per team due to large population size.
Pursuant to Decision No. 176/QD-TTg dated February 14, 2024 of the Prime Minister promulgating the Plan to implement the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, the Ministry of Public Security has directed the local Public Security to advise local Party committees and authorities to prepare all conditions from material facilities, legal basis, and force selection to organize a simultaneous Launching Ceremony on July 1, 2024.
The Ministry of Public Security has selected 12 localities as ceremony locations, including: Lao Cai, Son La, Hai Duong, Nghe An, Quang Nam, Dak Lak, Khanh Hoa, Binh Duong, Ho Chi Minh City, Ba Ria - Vung Tau, Can Tho, and Ca Mau.
In addition to the 12 localities chosen as the ceremony locations, all remaining localities nationwide have also completed the construction and submitted to the Provincial People's Committee a plan to organize the launching ceremony on the same day, July 1.
The Ministry of Public Security has also mobilized resources to support the local police to specify the tasks according to the law of this force; at the same time, directed the detailed script for the local police to organize a solemn and quality launching ceremony, but ensuring no ostentation or waste.
According to the Plan, the launching ceremony of the force participating in protecting security and order at the grassroots level will be held simultaneously in 63 provinces and centrally-run cities. Each province and centrally-run city will choose 1 district-level area to organize a "point".
