Earlier that morning, while traveling on National Highway 48D in Hop Khanh hamlet, Nghia Khanh commune, Captain Pham Bao Ngoc discovered a wallet that someone had dropped on the roadside. Opening the wallet to look for information, he found that the wallet contained a citizen identification card, driver's license, insurance card, bank card in the name of Lam Quang Ngoc and 6 million VND in cash.
