The Ministry of Education and Training evaluates students' abilities to enroll in grade 6?
The Ministry of Education and Training has just announced a draft to amend and supplement a number of articles of the regulations on secondary school and high school admissions issued together with Circular No. 11/2014/TT-BGDDT dated April 18, 2014 of the Minister of Education and Training.

In particular, the most notable point is the amendment and supplement to Clause 2, Article 4.
Specifically, instead of only stipulating: "Secondary school admission by selection method" as in the current circular, the draft adds: "Secondary school admission by selection method. In case the number of students registering for grade 6 is more than the enrollment quota, the Department of Education and Training will guide the implementation of the enrollment plan by selection method or combine selection with testing and assessing students' abilities".
However, the draft also amends and supplements Clauses 2 and 3 of Article 2 with the content "Middle school enrollment must ensure the requirements for implementing the task of universalizing middle school education in the area".
Regarding the regulations on direct admission and preferential treatment, instead of only requiring "Students who have won national or higher prizes in culture; arts; physical education and sports; science and technology competitions for high school students" as currently regulated, the draft is amended to "Students who have won national and international prizes in culture; arts; physical education and sports; national science and technology competitions for middle and high school students".
Thus, students who are admitted directly must win national prizes in science and technology competitions, not just provincial prizes like now.
This draft also adds that “the Department of Education and Training shall prescribe the level of additional points for each group of subjects receiving priority points. The difference in additional points between two successive groups of subjects is 0.5 points on a 10-point scale.”
This draft was announced by the Ministry of Education and Training for comments until February 18, 2018.
