Ministry of Education and Training amends regulations on determining enrollment quotas
Enrollment quota is equal to the scale of regular training determined on the basis of the capacity of each major minus the number of regular students studying, plus those who will graduate.

For new training majors opened in the enrollment year, the quota determined for that major shall not exceed 30% of the training capacity of the major according to regulations.
Training programs with programs that have been recognized as meeting quality accreditation standards and have a resolution approving the policy of determining enrollment quotas by the school board are autonomous in determining enrollment quotas according to the commitment to the quality of the training program and the social needs of that major, but not exceeding 120% of the training quota of that major in the previous year. The quota must be publicly announced in the enrollment plan and must be accountable to society and competent authorities.
Educational institutions that have not violated enrollment regulations for three consecutive years, are recognized as meeting quality assessment standards, and have a resolution approving the policy of determining enrollment targets from the school board are autonomous in determining enrollment targets according to commitments on training quality, social needs, and the following regulations:
Enrollment quotas of educational institutions are determined according to training capacity. Sectors without an accreditation program may not increase their quotas or may increase by no more than 10% compared to the previous year if the survey results of graduates having jobs within one year of graduation reach a rate of 90% or more.

If the average employment rate of students within one year of graduation is 90% or more, and there are students who are screened, after determining the main quota, the school is allowed to determine an additional enrollment quota of no more than 25% of the average number of screened students in the 4 years immediately preceding the year of enrollment. Educational institutions with less than 4 years of graduation calculate the average number of screened students of the graduated courses.
The enrollment quota for part-time university training is included in the total enrollment quota for part-time university training and is determined according to the provisions of Article 5 of Decision No. 18/2017/QD-TTg dated May 31, 2017 of the Prime Minister on the connection between intermediate and college levels with university levels.
In addition, educational institutions shall determine regular university enrollment targets according to the provisions of this Circular, publicly announce and be responsible for explaining the determined enrollment targets, criteria for determining targets, training quality and commitment to output standards that meet social needs.
