According to SMM, those were warning shots. Ms. Nauert, in turn, wrote that "Russian subordinate troops used weapons to threaten personnel of the OSCE monitoring mission in eastern Ukraine."
“Such irresponsible statements are another attempt to confuse public opinion, to present Russia as a party to the internal Ukrainian conflict which is not the case, and to whitewash Kiev’s actions that are undermining its obligations under the Minsk agreements,” Zakharova said.
The Russian spokesman also advised the Americans to "responsibly and professionally" approach public statements and called on Washington to influence Kiev, so that they begin to implement the Minsk agreements.
