In the context of rapid and complex developments in the world and the region, foreign affairs work has been implemented synchronously, professionally and effectively by Nghe An province. Deputy Prime Minister and former Minister of Foreign Affairs Bui Thanh Son highly appreciated the province's outstanding achievements, in which foreign affairs work has been directed to become an important pillar, promoting socio-economic development, consolidating national defense and security and enhancing Vietnam's position in the international arena.
Stick to the direction,get in sync
In international integration, along with the whole country, Nghe An province has strongly shifted from receiving to being proactive; from "participating" to "contributing", from "integrating fields" to "comprehensive integration", from "waiting" to "pioneering" in new fields. In particular, Resolution 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation" has become an important milestone, creating a strategic driving force for the country, including Nghe An, to enter a new stage of development.
Nghe An province's foreign affairs have become a lever to promote socio-economic development and expand international cooperation. The province has synchronously implemented all three pillars (Party foreign affairs, State diplomacy and people's diplomacy) and the fields of political diplomacy, economics, culture, and foreign information; linking foreign affairs activities with ensuring national defense - security and economic development. The province has strengthened friendly relations and cooperation with traditional partners, sought and expanded relations with partners and localities of many countries and territories around the world.
IncollaborateDforeign party,Nghe An province actively promotes the special traditional friendship with Xieng Khouang, Hua Phan and Bo Ly Kham Xay provinces (Lao PDR), Hunan province and Guangxi Zhuang Autonomous Region (China), Gyeonggi and Gwangju provinces (South Korea), Gifu province (Japan), Ulianov province (Russian Federation)... Particularly with Laos, in the period of 2020 - 2025, Nghe An organized and participated in more than 60 two-way high-level delegations, signed over 20 comprehensive cooperation documents in the fields of economy, education, health, culture - turning political commitments into practical benefits for the people of both sides.
Nghe An has also proactively connected with many countries and territories, thereby signing 15 memorandums of understanding and cooperation agreements, opening up new directions in trade, investment, human resource training and cultural exchange. These activities have created a solid diplomatic foundation for Nghe An's increasingly deep international integration process.
About nState diplomacy,conscious Nghe An actively approaches corporations and strategic investors from Japan, Korea, the United States, Europe, ASEAN... Many international forums and conferences are organized on a large scale, linked to each market and each industry. From there, attracting many investors to the area, contributing to bringing Nghe An to the top 10 provinces in the country in attracting FDI, with a series of high-tech projects, manufacturing and processing industry, renewable energy, modern agriculture. Typically, there are many large enterprises such as: Foxconn, Luxshare, Goertek, Everwin, Juteng, Sunny... and many large infrastructure investors such as VSIP, WHA, Hoang Thinh Dat... Export turnover in 2024 reached more than 3.2 billion USD, expected to reach 4.5 billion USD in 2025. That shows that Nghe An brand is increasingly affirming its position on the global trade map.
At the same time, defense-security diplomacy and protection of territorial border sovereignty were closely implemented, especially on the 468 km border line with 3 Lao provinces and 82 km of coastline. The Foreign Affairs sector, along with functional sectors and Nghe An people, strived to effectively manage the border, protect sovereignty and become a "bridge for development and friendship".
State diplomacy also spreads strongly in many other fields: Cultural diplomacy with major events such as the Sen Village Festival, Vi Giam folk song exchanges abroad, spreading the values of President Ho Chi Minh's Heritage; consular - protection of Nghe An citizens abroad is handled promptly, especially during the Covid-19 pandemic; or foreign information, with many bilingual publications and programs promoting Nghe An's image to the world.
Field of studyforeign people,continue to promote the role of "bridge of friendship", deepening international solidarity through cultural exchange, sports, and humanitarian cooperation activities. Friendship associations, business associations, fellow countrymen's associations, and overseas Vietnamese of Nghe An have become a force accompanying the government, both strengthening people's diplomacy and promoting the image of a friendly, dynamic, and integrated Nghe An.
Strengthening connections, creating development momentum
With the strong and close leadership and direction of the provincial leaders, the support of the Ministry of Foreign Affairs, central ministries and branches and the cooperation of international friends, Nghe An's foreign affairs in the 2020-2025 term have affirmed their stature, mettle and unique mark, becoming an important pillar of the province's development and for many consecutive years being voted as one of the 10 outstanding socio-economic events.
Faced with opportunities and challenges in increasingly deep integration, foreign affairs are expected to open up new development spaces, increasing access to global knowledge, technology and capital. To realize this goal, in the 2025-2030 term, Nghe An diplomacy sets out the following key orientations:
Monday,Strengthening traditional friendship with Lao localities and expanding cooperation with strategic partners, countries and territories strong in science - technology, finance and human resources; taking advantage of FTAs to promote exports, attract investment and participate in the global value chain.
Tuesday,promote the image of Nghe An - the homeland of President Ho Chi Minh, the land of heritage - integration - development; at the same time promote diplomacy for development, link foreign affairs activities with key economic sectors, attract investment, focus on green economy, digital economy, circular economy, technology transfer, start-ups, innovation, training high-quality human resources; build a global network of Nghe An experts and a team of professional diplomats.
Wednesday, continue to advise the province to effectively implement Directive 15-CT/TW (August 10, 2022) of the Central Party Secretariat on economic diplomacy to serve national development until 2030. Making economic diplomacy a pioneer to expand foreign relations and cooperation in many other fields.
