Appointing 'excess' officials in Thai Nguyen: 7 people asked to resign from their positions

Clarifying information about the appointment of an excess number of management leaders at the Department of Agriculture and Rural Development of Thai Nguyen province, on the afternoon of April 19, Mr. Tran Duong Thinh - Director of the Department of Home Affairs of Thai Nguyen province said that the number 23 mentioned in the conclusion of the Provincial Inspectorate at the end of 2016 was compared with the job position project in 2014, and compared with the current document, there were only 4 cases exceeding the regulations.
Explaining the comparison with the 2014 project, Mr. Thinh said that the province's job position project was built from late 2013 to early 2014 and was approved by the Ministry of Home Affairs afterwards. However, after implementing the Joint Circular between the Ministry of Agriculture and the Ministry of Home Affairs to rearrange the organizational structure at the Department of Agriculture and Rural Development, this project had to be adjusted according to the new structure.
Accordingly, the establishment and reorganization of 7 Sub-Departments under the Department do not have regulations on the number of deputies for specialized, professional, office and inspection departments under the Department, but only stipulate the number of deputies of Sub-Departments under the Department and the number of deputies of units under and directly under the Sub-Department with the number not exceeding 2. Therefore, the determination that at July 31, 2016, the Department of Agriculture and Rural Development only had 4 cases of deputies under the Forestry Sub-Department is beyond the regulations.
"The number of 4 cases of excess is determined based on effective legal regulations, specifically the Joint Circular and 8 decisions of the Provincial People's Committee on the functions, tasks, and organizational structure of the Department of Agriculture and Rural Development" - Mr. Tran Duong Thinh emphasized.
Regarding this issue, the Chief Inspector of Thai Nguyen province, Mr. Do Duc Cong, noted that in the 2016 inspection conclusion, it only stated that the appointment of management staff at some units was "more" than the 2014 job position project in 23 cases, not "excess", the purpose was to clarify the unreasonableness of this project.

“The 2014 job position project is no longer suitable because it was built on the legal basis of Joint Circular 61 of 1998 between the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs, but was later replaced by Joint Circular No. 14” – Mr. Cong emphasized and said that at the time of the inspection in 2016, the Department of Agriculture and Rural Development only provided the 2014 job position project, and there were no other projects at that time.
Reduce a series of Deputy Departments
Chief Inspector of Thai Nguyen province Do Duc Cong added that the 2016 inspection conclusion also pointed out that some specialized and professional departments of the Department of Agriculture and Rural Development had an inappropriate number of deputy leaders.
Specifically, the Planning and Finance Department has a total of 11 people but has 6 Deputy Heads of Department, the Construction Management Department has 4 people but has 2 Deputy Heads, the Department Inspectorate has 7 people but has 3 Deputy Chief Inspectors, and the Department Office has 11 people but has 3 Deputy Chiefs of Office.
“There is no document from the Central or local level regulating the number of deputy positions of the Department and branches of the province in general. This leads to arbitrary application of deputy appointment. Therefore, the Inspectorate recommends that the Department of Agriculture and Rural Development review and recommend that the province issue a document regulating the number of deputy positions,” the Chief Inspector of Thai Nguyen province stated.
Regarding the handling of the number of cases appointed in excess of regulations as well as the inappropriate number of deputies in some departments, Mr. Ngo Xuan Hai - Director of the Department of Agriculture and Rural Development of Thai Nguyen said that based on capacity and tasks, the Department has arranged these people to new positions and currently the units have the number of deputies in accordance with the 2017 job position project of the province.

“In some specialized, professional, office and inspection departments of the Department, the number of deputies was not appropriate, so the Department re-arranged 17 cases. Of which, 7 people submitted applications to resign from their positions, so the Department decided to dismiss them and arrange them to suitable positions. The remaining cases were also arranged to take on other positions,” said Mr. Hai.
Accordingly, the Planning and Finance Department reduced from 6 Deputy Heads to 3 Deputy Heads, the Department Office arranged 3 Deputy Heads of Office but 1 person retired in June 2017, the Construction Management Department reduced 1 Deputy Head, the Department Inspectorate reduced from 3 to 1 Deputy Head, the Personnel Organization Department has 2 Deputy Heads.
Regarding the handling of responsibility for the appointment of more than 4 deputy positions, Thai Nguyen province requested the Standing Committee of the Party Committee and the Secretary, Deputy Secretary; Director, Deputy Director, Head of the Department of Organization and Personnel of the Department of Agriculture and Rural Development, the Party Committee, leaders of the Forestry Sub-Department and related individuals to review, clarify responsibilities and handle according to regulations.
“The leaders and Party committees of that period must take responsibility for any over-appointment. If the above-mentioned incident occurred in both periods, then based on the specific case, both periods must take responsibility,” affirmed Tran Duong Thinh, Director of Thai Nguyen Department of Home Affairs./.
