The Ministry of Home Affairs proposed to remove mandatory regulations on foreign language and computer certificates in recruitment, appointment, promotion of civil servants and public employee ranks.

In a document sent to the Prime Minister on May 28 reporting on the review of training certificates for civil servants and public employees, the Ministry of Home Affairs said it is necessary to remove the mandatory regulation on foreign language certificates for 74 civil servant ranks and 155 public employee job titles; and to remove the mandatory regulation on IT certificates for 74 civil servant ranks and 142 public employee job titles.

The Ministry of Home Affairs believes that it is necessary to reduce regulations on training certificates for civil servant rank standards and professional title standards for public employees in the direction of integrating training programs with similar content. This will reduce 17 training certificates for civil servant rank standards and 87 training certificates for professional title standards for public employees.

The Ministry proposed that the Prime Minister assign the Government Staff to amend and supplement Decree 101/2017 on training and fostering of cadres, civil servants and public employees. In which, it stipulates that training according to standards for leadership and management positions is carried out before or after appointment, similar to training in national defense and security knowledge.

In addition, the decree will also regulate training according to job positions, mandatory annual training in specialized knowledge and skills as a basis for assessing the level of task completion of civil servants and public employees...

The above proposal was made after the Ministry of Home Affairs reviewed the regulations and compiled opinions from ministries and branches. The review process showed that the content of some training programs still had a lot of theory, did not really follow the requirements of the job position; overlapped between training programs in the same major or overlapped with the knowledge trained in universities.

In addition, the Ministry of Home Affairs believes that the regulation requiring foreign language and computer certificates is no longer appropriate because currently training institutions have regulations requiring output standards to achieve foreign language and computer proficiency at corresponding levels...

According to the Law on Cadres and Civil Servants, the Law on Public Employees and regulations of the Government, ministries and branches, there are 3 types of training certificates required for civil servants and public employees today. These are training certificates according to leadership and management standards carried out before appointment; training certificates according to the requirements of civil servant rank standards, compulsory public employee professional titles when appointed or registering for exams to promote ranks, professional titles (including training in political theory, state management knowledge, foreign languages, information technology) and training certificates according to the requirements of the job position.

"According to regulations, training certificates according to job position requirements and specialized knowledge and skills are not required when appointing leadership or management positions or appointing professional ranks and titles, but are one of the bases for assessing the level of task completion during the year of civil servants and public employees," said the Ministry of Home Affairs.
