Ministry of Home Affairs recommends localities streamline provincial mass organizations
The Ministry of Home Affairs recommends that provinces and cities develop plans and arrange mass organizations assigned by the Party and State in their localities.
In the official dispatch dated March 6, the Ministry of Home Affairs requested the People's Committees of provinces and cities to base on the policy of the Politburo and the Secretariat in Conclusion 127, the Government's regulations on the organization, operation and management of associations, and the guidance of the Vietnam Fatherland Front to develop a plan to arrange mass associations. This is to streamline the focal points and improve the effectiveness of the management and operation of associations.
To ensure the principles, goals, and progress of implementing the tasks in Conclusion 127, the Ministry of Home Affairs requests that provinces and cities report to competent authorities to consider and temporarily suspend the settlement of administrative procedures arising after March 1 for associations assigned tasks by the Party and State in the locality; waiting for instructions from competent authorities on the arrangement of the apparatus of the political system.
On February 28, the Politburo and the Secretariat requested the development of a project to reorganize and streamline the agencies of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial, and communal levels) after the merger.
The Party Committee of the Fatherland Front and central mass organizations shall preside over and work with the Central Organizing Committee, the Government Party Committee, and the National Assembly Party Committee to study and develop a project and report to the Politburo on a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, especially press agencies, in order to manage in a unified and effective manner, in the direction of maximum streamlining, maintaining only really necessary units.
The Politburo and Secretariat requested the rearrangement of socio-political organizations and mass associations assigned by the Party and State to be directly under the Central Committee of the Vietnam Fatherland Front to synchronize with the current party organizational structure.
The Party Committee of the Fatherland Front and central mass organizations shall promptly report to the Politburo for its policy on the above content no later than March 9. After that, this agency shall collect the opinions of the Politburo and the Secretariat to complete the project and send it to the provincial and municipal Party Committees, Party Committees directly under the Central Committee, agencies, organizations, and Party committees for comments no later than March 12; report to the Politburo and the Secretariat before March 27; and submit to the Central Executive Committee before April 7.
According to the decision of the Secretariat in 2023, there are 30 mass organizations in the Central, including:
