The Ministry of Defense will report to the Prime Minister on the situation of the sea and islands every day.

The draft working regulations of the new Government term add content to reports on the situation of borders and islands, while promoting the personal responsibility of the head.

On the morning of August 11, the Government Office chaired a meeting with ministries and branches to collect opinions on the draft amendments and supplements to the Government's working regulations.

The draft Regulation stipulates that the Ministries of National Defense, Public Security, Foreign Affairs, Transport, etc. must report to the Prime Minister daily (including holidays and Tet) on the situation of borders, islands, national defense, security, social order and safety, and notable foreign information. Compared to the current Regulation, the draft adds reporting content on "borders, islands".

The draft also stipulates that the Government Office proactively coordinates with ministries, branches and localities to propose handling of sensitive issues of public concern.

According to the draft, the organization of the Prime Minister's working delegation to visit and work in localities must comply with the regulations of the Party Central Committee and the Politburo.

Minister Mai Tien Dung said one of the highlights of the draft is to promote the personal responsibility of the head, each task is assigned to only one person to preside over and take responsibility. If the task is assigned to a ministry, agency, or locality, the minister, head of the agency, or locality must take responsibility.

"Strengthen discipline and administrative order, clearly defining responsibilities and sanctions for those who do not strictly follow the regulations," Mr. Dung emphasized.

The current Regulations were developed on the basis of concretizing the Law on Government Organization in 2011. After the new Law on Government Organization took effect (January 1, 2016), the Government Office reviewed, researched and revised the Regulations to comply with the new Law. The draft Regulations will be submitted to the Government for consideration at the regular meeting in August.

At the Resolution of the regular Government meeting in July, the Government assigned the Ministry of National Defense and the Ministry of Public Security to closely monitor developments and the situation in the East Sea and proactively develop timely response plans.
