Minister Thang requests the dismissal of the General Director who proposed importing old train cars from China.

Minister Dinh La Thang has just requested the Vietnam Railway Corporation to propose to the Board of Directors of Hanoi Railway Transport Joint Stock Company to remove the general director of this enterprise.

Accordingly, the Minister requested the Corporation to report immediately on the same day that this enterprise had sent an official dispatch to the Kunming Railway Bureau regarding the request to purchase used train cars from a Chinese partner.

Along with that, the Corporation is required to review and clarify the responsibilities of the board of members and the board of directors in assigning tasks to the units negotiating the above contracts.

In particular, the head of the Transport sector requested the Board of Members of the Railway Corporation to remove Mr. Nguyen Viet Hiep from his position as representative of the State capital at the Hanoi Railway Transport Joint Stock Company and at the same time directed the Board of Directors of this company to remove Mr. Hiep from his position as General Director.

The officials involved in the incident were also required to be disciplined, although the form is not yet clear.

The reason given by the Ministry of Transport is that Mr. Hiep and related officials violated their authority while sending documents to State agencies.

The company's leadership is also said to have failed to properly implement the policy on importing used machinery and equipment.

Since the middle of last year, the parent company Vietnam Railways has also sent a document to the Kunming Railway Department and assigned two subsidiaries, Hanoi Railway One Member Co., Ltd. and Railway Transport and Trade Joint Stock Company, to negotiate with partners and promote contract procedures.

Previously, in the latest document related to the policy of importing more than 160 train cars from China, Hanoi Railway Company sent it directly to the Ministry of Science and Technology and the Ministry of Transport.

Hanoi Railway One Member Co., Ltd. requested the Ministry of Science and Technology and the Ministry of Transport to guide this unit to purchase and import a batch of old freight cars from China for domestic exploitation.

Previously, this enterprise received approval from the parent company Vietnam Railways Corporation to buy back 164 old train cars from China.

Notably, 120 of these cars were built more than 20 years ago. Nearly 20 of the newest cars in the shipment are also 12 years old.

These are all carriages used on 1,000mm gauge railways, so according to the railway industry, they are suitable for domestic infrastructure conditions.

According to the company, since the middle of last year, the parent company Vietnam Railways has also sent a document to the Kunming Railway Department and assigned two subsidiaries, Hanoi Railway One Member Co., Ltd. and Railway Transport and Trade Joint Stock Company, to negotiate with partners and promote contract procedures.

The business representative confirmed that the above items are not on the list of used materials banned from import under Decree 187.

Meanwhile, Circular 20 issued by the Ministry of Science and Technology regulating the conditions for imported old goods has been canceled by this agency and the new Circular 23 replacing this document will not take effect until July 1, 2016.
