The continuous occurrence of railway accidents at illegal crossings in Trung Loc commune (Nghe An province) has sounded the alarm about unsafe conditions at illegal crossings. Although many measures have been implemented, violations still recur, causing serious consequences. Faced with this situation, local authorities are proposing many solutions to completely eliminate illegal crossings, protect people's lives and ensure traffic safety.

Many accidents occur from illegal crossings of railways.

In Trung Loc commune (Nghe An province), there are currently 3 self-opened crossings across the railway at Km304+575, Km304+820 and Km305+315. These are dangerous intersections, which are required to be fenced off according to legal regulations to ensure railway traffic safety. However, up to now, these crossings still exist, posing many potential risks, causing great concern for people and authorities.

Notably, on March 11, 2024, at the self-opening passage Km304+575, My Ly - Quan Hanh section, a particularly serious railway traffic accident occurred between passenger train SE8 and tractor truck with license plate 37H-056.76 pulling a sand trailer with license plate 37R-047.39. The collision caused severe damage to the vehicle, disrupting the operation of the railway line.

Immediately after the incident, Nghe Tinh Railway Joint Stock Company implemented temporary measures to limit heavy-duty vehicles and tractor-trailers from passing through this passage, such as narrowing the road surface and placing concrete platforms. However, after only a few days, some subjects used mechanical means to move concrete blocks, widening the passage by more than 3 meters. Every day, cars pulling trailers still brazenly pass through, despite the dangers lurking from trains traveling on the main line.

Although the Railway Department, local authorities and police have coordinated many times to implement preventive measures and propaganda, violations continue. People still arbitrarily cross the railway by motorbike, car and even on foot, not paying attention when the train is approaching.

Another tragic accident occurred at 5:38 a.m. on August 15, 2025. Train NA1 collided with Ms. Truong Thi Q. (56 years old, residing in Cua Lo ward, Nghe An province) when she was driving a motorbike with license plate 37K6-0605 across an unlicensed crossing. The incident resulted in the victim's death on the spot and the vehicle being completely damaged. This is a heartbreaking example of the risks that always exist from unlicensed crossings.

Resolutely eliminate illegal passages to ensure people's safety

Faced with the above situation, the functional units of Nghe An province met and agreed to completely eliminate the above 3 self-opened paths to ensure traffic safety.

Mr. Phan Huy Chuong - Deputy Head of the Traffic Safety Committee of Nghe An province said: Fencing and permanently closing self-opened railway crossings is an urgent solution to protect people's lives. This activity is carried out in accordance with Plan No. 235/KH-UBND dated April 27, 2021 of the People's Committee of Nghe An province, to implement Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister on the Project to ensure order in traffic safety corridors and completely handle self-opened railway crossings in the province.

Accordingly, the People's Committee of Trung Loc commune will preside over the work of widely disseminating to the people about the policy of fencing off the passages to ensure the safety of life and property for the community. The Railway Industry will coordinate with Trung Loc commune to compile appropriate propaganda content, at the same time, prepare human resources, machinery, and materials to carry out the construction of the fence, ensuring the complete removal of the 3 passages at Km304+575, Km304+820 and Km305+315 before September 15, 2025.

The Traffic Police and Trung Loc Commune Police will organize traffic flow and guide people to switch to using the automatic barrier crossing at Km305+888 (QL1A route Km447+570), ensuring convenience and safety when crossing the railway. In addition, the Nghe An Provincial Traffic Safety Committee will recommend that the Road Management Area II consider adjusting, connecting the median strip and reorganizing traffic at Km447+750 on National Highway 1A to create reasonable travel conditions for people after removing illegal passages.

When human lives are still threatened every day by illegal crossings, decisive and decisive action is an urgent requirement.
