Strengthening the assurance of order and safety of railway traffic in Nghe An province
To ensure order and safety of railway traffic in the province, prevent and stop violations, especially the act of throwing soil, rocks and dirt onto running trains, on June 23, 2025, the Provincial People's Committee issued Document No. 5901/UBND-NC requesting relevant agencies, units and localities to implement a number of tasks.
Provincial PoliceDirect the police of units and localities to strengthen situation monitoring, patrolling, controlling, detecting and strictly handling violations of the law ontraffic safety(TTATGT) railways, especially the act of throwing soil, rocks, and foreign objects at trains; the act of not obeying railway signals and railway barriers at level crossings with automatic warnings. Investigate and strictly handle violations of railway traffic infrastructure to deter, prevent, and stop violations. Direct local police forces to coordinate with the Nghe Tinh Railway Exploitation Branch, local authorities, and the education sector in propaganda, deterrence, and handling of violations; ensure security and order in station areas, level crossings, and railway corridors.

Department of Construction:Coordinate with the Standing Committee of the Provincial Traffic Safety Committee, the Provincial Police, the Nghe Tinh Railway Exploitation Branch, the Nghe Tinh Railway Joint Stock Company, the Thanh Hoa Railway Joint Stock Company, the Vinh Railway Signal Information Joint Stock Company and the People's Committees of wards and communes where railways pass through in the work of inspecting, reviewing and handling violations of railway traffic safety corridors, dangerous intersections and illegally opened level crossings; at the same time, propose remedial measures to ensure safety of infrastructure and protection corridors of railway traffic works.
The Department of Construction directed to speed up the progress of the project to build service roads and fences to remove 07 self-opened paths at the following locations: Km242+750, Km242+760, Km242+763, Km242+795, Km242+810, Km242+817, Km242+895 of the North-South railway line in the province.
Department of Education and Training:Direct schools, especially schools in areas with railway lines passing through, to proactively coordinate with the police, local authorities and relevant units to organize activities to propagate railway traffic safety laws for students; warn of risks and consequences of violations of railway traffic safety, throwing soil, rocks and foreign objects onto trains. Strictly handle violations, promptly commend students who have good actions to prevent violations of railway traffic safety. Every year, organize a signing of a commitment between schools, students and families to prevent acts such as: throwing soil, rocks onto trains and violating railway traffic safety corridors... Integrate the content of ensuring railway traffic safety into the content of signing a general commitment on ensuring traffic safety.
People's Committees of districts, cities, towns and communes, wards and towns where railways pass through shall closely coordinate with the police force, railway sector and schools to organize extensive propaganda campaigns to the people and students about the prohibition of throwing soil, rocks and dirty substances onto trains and other violations of railway traffic safety.
Localities must not allow new self-opened paths to arise. If new ones arise, they must be resolutely eliminated; organize reviews and immediately implement measures to close self-opened paths when conditions permit elimination. Supplement the system of signs and warning signs at self-opened paths under the responsibility of the locality; propose to arrange guards to ensure railway traffic safety at self-opened paths with high vehicle density and risk of railway traffic accidents.

Along with that, strengthen inspection and handling of violations of railway protection corridors, organize the clearance of violations of railway safety corridors for both road and railway sides; require households to remove trees and structures on land reserved for railways... to ensure visibility for both road and railway sides; closely coordinate with the railway industry in ensuring train safety through the area.
Nghe An Newspaper, Provincial Radio and Television Station:Strengthen the propaganda and dissemination of laws on railway traffic safety on mass media. Focus on directing the development and broadcasting of columns and news articles reflecting the current situation and warning of serious consequences and risks of railway traffic accidents due to violations such as: Destroying railway infrastructure; throwing soil, rocks, and foreign objects at moving trains; not obeying railway signals, deliberately crossing barriers when a train is approaching; arbitrarily opening illegal civilian passages across railways.
The Provincial People's Committee requested Nghe Tinh Railway Exploitation Branch; Nghe Tinh Railway Joint Stock Company, Thanh Hoa Railway Joint Stock Company; Vinh Railway Signal Information Joint Stock Company to step up inspection and supervision of railway infrastructure systems to promptly detect and prevent acts of encroachment on railway works, causing unsafety; regularly inspect and supervise train safety on routes under their management; proactively monitor, update and promptly report unusual situations related to train operation safety and railway infrastructure.
Preside over and coordinate with local authorities to review and handle existing problems and shortcomings in traffic infrastructure; organize the clearance of violations and prevent re-encroachment of traffic safety corridors; clear trees to expand visibility, smooth public walkways with many people and vehicles passing by; add warning signs and paint speed bumps at level crossings and public walkways.
The Standing Committee of the Provincial Traffic Safety Committee regularly urges, monitors and supervises the implementation of relevant localities and units; synthesizes recommendations, difficulties and problems and promptly reports to the Provincial People's Committee according to regulations.
