Ensuring traffic safety and order in Nghe An province during the April 30 - May 1 holiday
Nghe An Provincial People's Committee has just issued Official Dispatch No. 10/CD-UBND dated April 23, 2025 on ensuring traffic safety and order and serving the travel needs of people in the province during the April 30 - May 1 holidays and the peak summer tourism season in 2025.
Accordingly, the Chairman of the Provincial People's Committee requests:
Provincial Police:
- Direct the Police of units and localities to strengthen patrols, control and strictly handle violations of traffic order and safety (TTATGT) on roads, railways and waterways. In particular, focus on handling acts that are the main causes of traffic accidents and traffic jams.
Proactively prevent, stop, promptly suppress and strictly handle acts of gathering to disturb public order, illegal racing and subjects who resist law enforcement officers.

At the same time, develop plans to regulate and divide traffic flows to ensure smooth traffic, especially at key routes, locations, and areas with high risks of traffic accidents and traffic jams.
Department of Construction:
- Direct road and inland waterway transport business units to develop appropriate passenger transport organization plans, ensure traffic safety, reduce traffic congestion to meet people's travel needs during the holidays.
Require transport businesses and major traffic hubs (bus stations, train stations, airports, etc.) to carry out environmental sanitation and hygiene, comply with legal regulations on traffic order and safety; improve service quality, and publicly post ticket prices according to routes, times, and types of services.
Inspect the implementation of regulations on ensuring traffic safety for transportation business activities, strictly handle violations according to authority and regulations.

- Direct construction units on exploited roads to implement measures to ensure safety, traffic flow, and guide vehicles to move smoothly and safely, to avoid traffic jams or accidents on roads that are both under construction and in operation.
Strengthen the implementation of management and regular maintenance of road traffic infrastructure systems and traffic safety systems on assigned routes. Promptly handle newly emerging traffic accident spots; review and supplement the signaling system and signs to ensure easy recognition and convenience for traffic participants. Promptly detect and handle existing problems and shortcomings.
- Coordinate with Road Management Area II and relevant local units to inspect and review traffic infrastructure (especially road signaling systems), traffic organization plans at intersections with the North-South Expressway, Nghi Son - Dien Chau and Dien Chau - Bai Vot sections to ensure traffic safety during the holidays.

Health service:Directing medical centers and medical examination and treatment facilities to increase their staff, vehicles, medical equipment and medicines to ensure the highest capacity in rescuing traffic accident victims and minimizing human losses in the event of traffic accidents. Directing, guiding, inspecting and examining the management and use of ambulances under their management authority.
Department of Culture, Sports and Tourism: Directing subordinate agencies, requesting relevant organizations and individuals to include traffic safety assurance in the organization of tourism activities throughout the province. Especially ensuring safety conditions for vehicles, traffic infrastructure connecting to tourist attractions, parking and vehicle storage facilities serving tourists.
Department of Education and Training:Direct educational institutions in the province to effectively implement Directive No. 31/CT-TTg dated December 21, 2023 of the Prime Minister and Plan No. 53/KH-UBND dated January 19, 2014 of the Provincial People's Committee on strengthening the work of ensuring traffic order and safety for school-age children in the new situation; require parents to take measures to educate and strictly manage their children during the summer vacation, absolutely do not hand over vehicles or let unqualified people drive motorbikes and mopeds in traffic.
Vietnam Fatherland Front Committee of the province, provincial mass organizations, press and radio agencies:Strengthen propaganda and dissemination of traffic safety laws and safe traffic participation skills to raise people's awareness, do not drive over the speed limit; do not drive after drinking alcohol or beer; do not use the phone while driving; stop and observe safety when crossing railway crossings and when going from branch roads to main roads; wear standard helmets when riding motorbikes, scooters, electric bicycles; wear life jackets according to regulations when taking a boat; measures to limit accidents with motorbikes, scooters, boat accidents, accidents at railway crossings, etc.
Opposite towithlocalities, The Provincial People's Committee proposes:
- Chairmen of local People's Committees direct agencies, units and functional forces to strengthen propaganda and mobilize people to comply with legal regulations on traffic order and safety.
There are solutions to strictly control the plan to organize safe and smooth traffic, closely linked with guidance and support for people in traveling.
Make every effort to prevent particularly serious traffic accidents, especially on routes and areas with high risk of traffic accidents and traffic congestion in the area; Take full responsibility before the Chairman of the Provincial People's Committee for ensuring traffic order and safety in the area.
- Localities that organize tourism activities, dangerous winding mountain passes, frequent accidents, need to organize propaganda, guidance, and require drivers to comply with traffic rules and accident prevention instructions on winding mountain passes, at night; have traffic diversion plans suitable to actual traffic volume. Do not let serious traffic accidents occur in the management area.
- Localities with operating ferry terminals must arrange regular staff to check and prevent the overloading of passengers at key ferry terminals; provide additional life-saving equipment and monitor the use of life-saving equipment when travelling by ferry. Resolutely suspend the operation of illegal inland waterway terminals and vehicles that do not ensure safety conditions.
- Localities with railways passing through must implement measures to prevent railway traffic accidents, especially at self-opened crossings with high traffic density. They must arrange guards and traffic guides; and prevent railway traffic accidents from occurring in the area.

Direct traffic management units to strengthen inspection, review, and improvement of the traffic safety system and ensure the safety of traffic infrastructure on national highways under their management, especially on main traffic axes such as National Highway 1, National Highway 7, National Highway 46, National Highway 46C, Ho Chi Minh Road and routes to tourist areas in the area; promptly handle newly arising traffic unsafe locations; review and supplement the signaling system and signs to ensure easy recognition, creating convenience for traffic participants.
- Direct construction units on sections and routes that are both under construction and in operation to implement measures to ensure traffic order and safety, guide vehicles to move safely to avoid traffic jams and traffic accidents, arrange adequate traffic lights and signs, and smooth connections in areas that have not been completed to ensure smooth and safe traffic.

Check to ensure traffic safety at intersections with highways to ensure no traffic jams or traffic accidents occur at intersections with highways.
The Provincial People's Committee assigns the Standing Committee of the Provincial Traffic Safety Committee to: Regularly monitor, inspect, and urge relevant sectors and local People's Committees to seriously and effectively implement this Official Dispatch.
At the same time, request relevant departments, branches and sectors; People's Committees of localities to announce hotline numbers on ensuring traffic order and safety of agencies and localities to receive people's feedback on traffic order and safety during the holidays; ensure a 24/7 on-call plan to receive information, promptly resolve and handle arising incidents.
