Specifically, the document clearly states: According to the provisions of Clause 1, Article 79 of Decree 91/2017/ND-CP dated July 31, 2017 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation:
"Individuals who are awarded a state honorary title but violate criminal law, are tried by a court with a legally effective verdict and are sentenced to a term of imprisonment or longer will have their state honorary title stripped." Up to now, artist Hoai Linh has not violated the above regulations, so there is not enough basis to consider stripping the title.

Previously, on May 27, the Inspectorate of the Ministry of Culture, Sports and Tourism sent an official dispatch to the Department of Culture and Sports of Ho Chi Minh City, transferring Ms. NTTH's petition for the Department to consider and resolve according to its authority.
In the petition, Ms. H. submitted to Ho Chi Minh City Television, the Department of Performing Arts, the Ministry of Culture, Sports and Tourism, requesting the authorities to consider revoking the title of Meritorious Artist of Hoai Linh due to the negative public opinion he has caused in recent times. In addition, the petition also requested a ban on television programs and internet publications featuring the male artist born in 1969.
Confirm with reporterDan TriOn the afternoon of May 29, Mr. Phung Huy Can, Director of the Department of Emulation and Commendation of the Ministry of Culture, Sports and Tourism, said he knew about the petition and the official dispatch transferring the petition.
"The stripping of Hoai Linh's Meritorious Artist title must comply with legal regulations. Accordingly, only when an artist violates the law will the title be considered. Up to now, there has been no conclusion from the authorities that Hoai Linh violated the law, so there is no question of stripping this artist's title," said Mr. Phung Huy Can.
Comedian Hoai Linh was caught up in a controversy over his delay in donating charity money to support people in the Central region affected by floods. He explained the reason for the delay was due to a serious illness. However, many people disagreed and reacted harshly to the artist's actions.
