Ministry of Construction allows construction of 25 square meter apartments
The Ministry of Construction has just responded to the Ho Chi Minh City Real Estate Association about agreeing to allow the construction of apartments with an area of 25 square meters.
Specifically, the Ministry of Construction believes that it is possible to allow the construction of a certain percentage (20%-25%) of small apartments with an area of 25m2 - 45m2 for housing projects in central areas. For projects outside the central area, a higher percentage of small apartments can be applied.
However, many people want to own a small apartment (under 45 m2) because of low income, being single, having few people in the house...
To meet this need, the Ministry is studying to issue National Technical Regulations on apartment buildings. In which, it will stipulate the minimum area for commercial apartments of 25 m2.

Regarding the opinion of the Ho Chi Minh City People's Committee that small apartments under 45 square meters will increase population, increase pressure on technical and social infrastructure, and disrupt approved planning, the Ministry of Construction said that planning management, order management, and urban aesthetics do not only depend on regulations on minimum apartment area but also on many other factors.
For housing projects, the determination of planning indicators to control population, construction density, and building height is carried out in accordance with the law on planning, national standards, and detailed planning of the project approved by competent authorities.
“International experience shows that many countries in the world allow the construction of small apartments such as Korea 14m2, France 15m2, Thailand 15-20m2… However, these countries still do a good job of population management, planning and architecture management and ensuring technical and social infrastructure conditions in urban areas,” the Ministry of Construction acknowledged.
The Ministry of Construction also said that in case it is necessary to control and manage urban planning and population according to specific local conditions while the National Technical Regulation on apartment buildings has not been issued, the Ho Chi Minh City People's Committee can study and issue regulations on the minimum area of commercial apartments to apply in the area.
