Ministry of Health issues Plan to implement the Law on Medical Examination and Treatment (amended)

Minister of Health Dao Hong Lan has just signed Decision 1701/QD-BYT on promulgating the Plan to implement the Law on Medical Examination and Treatment No. 15/2023/QH15 (amended Law on Medical Examination and Treatment).

The plan aims to promptly implement the Law on Medical Examination and Treatment No. 15/2023/QH15 as soon as the Law comes into effect, ensuring effective and efficient implementation.

The requirements of the plan are to propagate and disseminate the Law on Medical Examination and Treatment (amended) to medical examination and treatment facilities, practitioners, and people to ensure strict implementation of the provisions of the Law; Issue full detailed regulations to ensure that they take effect simultaneously with the Law;

Identify work content associated with responsibilities and promote the proactive and active role of agencies and organizations under the assigned responsibilities in the Law on Medical Examination and Treatment (amended), ensuring quality and progress of work completion;

Ensure regular and effective coordination between relevant agencies and organizations in implementing the Law on Medical Examination and Treatment (amended);

There is a detailed and specific implementation plan for each agency and organization to ensure that the Law on Medical Examination and Treatment (amended) is fully, consistently and synchronously implemented nationwide;

Regularly and promptly inspect, urge, guide and resolve any problems and difficulties arising during the implementation process to ensure the progress and effectiveness of the implementation of the Law on Medical Examination and Treatment (amended).

Accordingly, in this plan, the Minister of Health assigns and assigns specific tasks for implementation to the Departments/Offices/General Departments/Ministry Office/Ministry Inspectorate.

For the Department of Medical Examination and Treatment Management, the Minister of Health assignscompile general documents to serve the work of propaganda, dissemination and training of the Law;

Organize conferences to implement the Law for the Department of Health of provinces and centrally-run cities, units under the Ministry and Health of all sectors, to be completed in the second quarter of 2023.

At the same time, the Minister of Health also assigned the Department of Medical Examination and Treatment Management to develop a number of contents, act as the focal point for synthesizing and submitting a number of legal documents detailing and guiding the implementation of the assigned contents in the Law on Medical Examination and Treatment (amended).

This is also the unit assigned to act as the focal point to assist the Minister in organizing the implementation of the Law and monitoring and urging the Departments, Bureaus, units under the Ministry, the Department of Health of provinces and centrally run cities and related organizations and individuals in organizing the implementation of the Law;

In addition, the Departments, Bureaus, and General Departments under the Ministry of Health, the Ministry's Office, and the Ministry's Inspectorate are assigned to compile documents to disseminate specialized topics within the scope of their assigned functions and tasks; to be the focal point for synthesizing and submitting a number of legal documents detailing and guiding the implementation of assigned contents in the Law on Medical Examination and Treatment (amended); to organize propaganda and dissemination of the contents of the Law to subjects under their management.

For the Department of Health of provinces and cities, organize propaganda and dissemination of the contents of the Law to medical examination and treatment facilities, local practitioners and other subjects under their management.

Medical examination and treatment facilities under the Ministry of Health, medical examination and treatment facilities under the Department of Health, ministries, branches, and private medical examination and treatment facilities shall organize propaganda and dissemination of the Law's contents to practitioners, patients, relatives of patients, and other subjects under their management.

Previously, Deputy Prime Minister Tran Hong Ha signed a Decision to promulgate the List and assign the agency to preside over drafting detailed regulations for implementing the Law on Medical Examination and Treatment (amended) recently passed by the 15th National Assembly at the 2nd extraordinary session.

The Government assigned the Ministry of Health to preside over the development of: Decree detailing and guiding the implementation of a number of articles of the Law on Medical Examination and Treatment; Decision of the Prime Minister on the organization and operation of the National Medical Council; Circular of the Minister of Health detailing and guiding the implementation of a number of articles of the Law on Medical Examination and Treatment. The above documents shall be submitted for promulgation before September 15, 2023./.
