Meanwhile, the Washington Post reported that the administration of President Joe Biden is secretly encouraging Ukrainian leaders to signal that they are open to negotiations with Russia.

According to the text of the resolution adopted at the end of the 41st session of the Baltic Council, "Baltic Councilstressed the great need for unity of countries in the region to support Ukraine, isolating the Russian Federation from the European community".
The resolution also stressed the importance of strengthening defense cooperation between the Baltic states and their allies in Northern Europe and the Benelux (a region in Europe consisting of three neighboring countries: Belgium, the Netherlands and Luxembourg) "to counter security threats in the field of conventional warfare and in cyberspace."
In addition, the lawmakers stressed "the importance and necessity of the US increasing its military presence in the region".
The Baltic Council is a consultative body for cooperation between the parliaments of Latvia, Lithuania and Estonia. It was established in 1991.
